Build Guide

Summary:

This build is an extremely fast build for doing both TXIII rifts and bounties (solo or 4man split). Additionally it is flexible in terms of gearing in that there is a variation of the build you can use while gearing up to the most optimal version (see below for more details on variations.)

Description:

This build is something I have been slowly working on while leveling my Necro this season (14). I originally used to run the lazylancer build for doing bounties and normal rifts:

https://www.diablofans.com/builds/99056-nailujs-ruthlance

This build is an easy way to play a pestilence necro with no reliance on big cooldowns such as LotD or Simulacrum. I've noticed the build struggles in 4man split bounties so I developed the not-so-lazy lancer build described here to reintroduce LotD and Simulacrum to the build while retaining the core mechanic of being able to generate corpses for corpse lance using sacrificed skeletal mages as a backup when you have downtime on your major cooldowns.

Since developing this build I have found a lot of simularities with lord_fluffy's pestilance speed build:

https://www.diablofans.com/builds/96210-pesti-lance-txiii-speedfarm

The main difference being that lord_fluffy's build uses blood golem for supplying corpses outside of cooldowns whereas this build uses the lazylancer mechanic for generating corpses. The pestilance speed build is extremely fast and very good but has a high gear requirement (CDR on everything) to become effective. This not-so-lazylancer build is more forgiving in that you can gear around your pure lazylancer part of the build if you do not have enough CDR to reliably have LotD up. Additionally, the not-so-lazylancer build is better at dealing with really crappy maps/bounties as you always have a reliable tool for destroying all enemies (be it LotD spamming corpse lances or lazylancing demons to death). Note that in a good map set/bounty these builds will feel exactly the same.

Abilities and Runes:

Corpse Lance - Visceral Impact: The stuns from visceral impact will help proc damage from your Krysbin's Sentence and bane of the trapped.

Skeletal Mage - Gift of Death: Required for the lazylancer corpse generation.

Devour - Ruthless: The other half of the lazylancer corpse generation. Ruthless devours your mages which gift of death then supplies you with corpses which you can devour again for more corpse lances from the pestilence set bonus.

Blood rush - Molting: More corpses always welcome. Not necessary though, any rune works here really (maybe except the no health cost since you'll struggle to proc blood is power). Metabolism can be good but may put too much of a strain on your health pool if you are using Haunted Visions as your amulet due to the increased health cost.

Land of the Dead - Shallow Graves: Amazing cooldown to mess shit up. Try get as much uptime on this as possible. Shallow graves rune helps this by adding more time to the buff.

Simulacrum - Reservoir: Rune doubles your essence which adds power due to your cubed Reilena's Shadowhook. Unlike other pestilence builds, we also get the base benefit of simulacrum in that you can stagger this buff with LotD to buff the lazylancer phases since the simulacrum clone will cast additional skeletal mages for you to devour for extra corpses. This can be a really good way to cover your LotD downtime if you don't have sufficiently high CDR or are on an extremely bad map.

Passives:

Blood is Power: More CDR!! Most important thing in this build.

Final Service: Just in case, Dying sucks.

Overwhelming Essence: More essence = More damage from Reilena's Shadowhook + Reservoir.

Stand Alone: Some survivability when you aren't able to stack armor from gold with your goldwrap.

Items:

The pestilence set speaks for itself. I will only mention the notable items here:

Helm - Leoric's Crown: Stick a diamond in here for massive CDR. This will help keep LotD up as much as possible since this is significantly more powerful than your lazylancing phases.

Shoulders - Corpsewhiper Pauldrons: Bread and butter of corpse lance builds. Wear whichever of your Leoric's Crown or Corpsewhiper Pauldrons is better and cube the other.

Amulet - Haunted Visions: Basically will give you 100% uptime on Simulacrum even on bad maps which can really boost your lazylancing damage with the extra mages being cast by your clone (let alone the increased damage coming from resevoir + Reilena's shadowhook). Alternatively, if you find you are able to keep Simulacrum up all the time anyway then you can use the Johnstone for increased corpse lance damage.

Bracers - Nemesis Bracers: The ideal partner to In-geom for getting more CDR. More elites = More CDR.

Waist - Goldwrap: This is where all your toughness comes from. Pick up craploads of gold and live forever. Alternatively, if you aren't a pussy like me you could go with Vigilante Belt for the CDR.

Rings - Krysbins Sentence + Avarice Band: Krysbins Sentence is a no brainer. Avarice Band will save you so much time picking up gold and globes and helps fuel the goldwrap + boon of the hoarder machine.

Weapon - In-geom: MORE CDR.

Off-hand - Anything: It's a stat-stick. I only listed bone ringer here because it guaranteed rolls CHC. Any good offhand will do.

Legendary Gems:

Boon of the Hoarder: Fuels goldwrap, gives you speed and also gives you gold for you know, spending??

Bane of the Trapped: More damage!

Gogok of Swiftness: More CDR!!

Stat Priorities:

Stat priorities are as described above. Ideally you really want to get CDR on everything. 60%+ CDR is what you need to aim for. But if you aren't able to make it with the gear you have there are variations to help you along until you can make it:

Variations:

Low CDR - If you have low CDR you can still run this build but you might want to look to buff the lazylancing aspect of the build more since you will be more reliant on this. One way is to drop Avarice Band for Circle of Naijul's Evol. This will allow you to create more skeletal mages for sacrificing = more corpses. Together with having simulacrum up during your lazylancing time (due to Haunted Visions) this can boost you to sacrificing 4 mages at a time which will really help you fly until LotD comes back again.

Speed - You can drop Leoric's Crown for Steuart's Greaves for extra speed which can definitely help on poor maps and certain bounties.

HC/Survivability: If you want to play this build in hardcore or just fancy extra survivability then you can drop Overwhelming Essence for Life From Death. Life From Death will make the life drain from simulacrum with Haunting Visions and your blood rush spam less of a worry and the extra damage from Overwhelming Essence shouldn't be necessary to tear through T13 already.
