ProzaicMuze: Wizard Sleet Storm Build

Finally, a guide that isn't about CMWW or Archon!

Always been a Cold/Lightning kind of mage (in many other RPG's too), so I am eager to try this out. I hope it's viable with all gear types because I am not even 60 yet.
