I could be wrong but here's what i was thinking to get the bare minimum stats:
650 AR
5kish armor
5.5 LS
40k hp
40% crit
150k unbuffed dps
Price? I honestly have nfc but i think its definitely doable for under 300m. Like i said though i haven't played my monk in awhile (other than TR), so i could use some suggestions.

I wont lie, that last 10k health and some LoH is gonna be rough. I was concerned 40k seemed to be a little high to shoot as it was haha.

I'm starting to equip my monk from zero.
Furthermore I would like to know which skills and runes to use maybe some useful links to updated informations about an uber monk. i tried the search function and read about, but not very satisfying.

To OP, you should be able to get WAY more RA than that with a monk. the 800-1200 range isn't inconceivable. Personally I would want as much crit chance as possible because the tornadoes you spawn are doing most of your damage and obviously 10% more crit is a lot more damage AND tornadoes.

This is where i'm at currently. Monk
I'm able to solo mp5-6, have to move around and avoid some stuff tho, ex. slow field from kulle and when maghda stacks too much arcane beam. Price range i don't really have any clue, since i only build my monk to do ubers and it kinda just shares gear with my DH, (as much of it as possible) and a lot of the gear i just found myself.
But hope this gives a little insight to what you're building towards

For the 3rd passive the guardian path don't seems perfect for me for ubers. Which 3rd passive should I use or is most useful?

The third passive should be resolve for a big ehp gain or guiding light in party play for 15% more damage.
The Cyclones do the main damage and the offhand damage is important too (the only exception is the ww-barb)
Get crit chance above 40%.

I recommend using a shield for mp10 ubers. you can get over 50% crit and high defensive with it.
I also recommend tempest rush for all builds so you can easily position yourself correctly. The best defensive ability in the game is good positioning to avoid extra damage. I don't use breath of heaven.

"Think of the sweeping wind as a combined total of all of your damage modifiers. Basically, anything that affects weapons damage. (Dont confuse weapons damage with stat sheet DPS, they are not the same thing) Things like:
- Dexterity
- Average Damage
- Crit Hit Damage
- +% bonus to Sweeping Wind damage
- +% bonus to elites
- +% Bonus to elemental damage
- +% damage to XXX based skills
Now add to this non-weapons damage modifers such a LS and Life after Kill that are seen on Skorns.
Perhaps the "most beneficial" of these modifiers is Critical Hit Damage. The trick is to stack CD as high as you can, say 500%, then gear swap into gear that has huge ammounts of Crit Chance and AS. This is because Crit Chance and AS are not included in the initial SW capture.
That's why you see videos of guys gear swapping to fast, low DPS weapons. Since the wind is already going , the weapons damage value no longer matters. Bascially they are manipulating the mechanic into thinking that they are wearing a single gear set with 500% CD and 61% crit chance. Throw a high level of AS into the mix and you could possibly be doing over 2 - 2.5M tDPS. It's insane."

- Rings and Amu with as much dex and crit damage as you can afford.
- A cheap rare helm with highest bonus to sweeping wind damage and high dex
- If you can afford an soj with bonus to sweeping wind
- Either a skorn or just a regular 2h with high ccd, open socket(for more ccd) and as much lifesteal you can get. I recommand a high dps 2h rare weapon since they are funkin cheap.
For regular gearset you want:
- Inna´s 4pc(to keep up your snapshot of sw)
- 1h with high attackspeed and without loh or lifesteal!
- A shield with 10% crit chance, vit and all res+stacking res and if possible dex or things like %life
How does the snapshotting works?
1.) Equip all your "snapshot gear"
2.) Get fuly buffed(BoH, Blindingflash what ever skills you use for your build)
3.) Activate SW and switch to your inna´s helm for getting the 4pc bonus again.
4.) Switch rest of your gear but keep in mind to recast sw while doing this to maintain the snapshot!
5.) GG done. Have fun with it untill it gets fixed.

Assuming you have roughly 2.25 A/S before weapons and a 45% crit chance, you're crit'ing 10 times in 10 seconds.
At 2.25 A/S with 55% cc, you crit 12 times in 10 seconds.
with the off hand at +.25 and the AS bonus for dual wielding, you should be above 3 A/S with 45% cc, you crit 13.5 times in 10 seconds.
