Just make sure you turn on Monster Power in your Options -> Gameplay menu.

I wish, but then they'll have to create a lobby where people can see which games are for which MP (but then I guess they could also just implement the option of selecting MP on the public listing and join that way). Still, it'll be much better than what we have for pubs now.
Currently, I just join pub games to donate items I don't need/can't sell. Would be nice to make pub games legit again.

When you click 'Join Public Game', a window pops up asking "Which MP do you want to use?".

What are you talking about? You can play MP1+ with whomever you want (your mates). You just can't join public games.

LFG chat is dead.
It would be bad if people creating random groups games could make up what ever mp level they wanted. PLZ HLP MEZ, WUG WUG WUG WUG WUG WUG WUG WUG WUG WUG...just like back in D2.

As you've noted, there are a few issues with allowing MP in Public Games:
- In general, harder content tends to be less enjoyable with random strangers.*
- It would make matchmaking more difficult by increasing the number of matchmaking pools (one new pool for each MP level). In turn, that could increase wait times.
- Issues associated with "leeching" or similar behavior could be exacerbated, especially if under-geared players chose extremely high Monster Power levels for the games they wanted to be matched into.
*Your mileage may vary.

Don't hold your breath if your expecting them to implement this for public games, it wont happen.**

Oh, I wouldn't go there. Okay, everyone is entitled to their own opinion, so my guess is public games with MP will happen. Not in the near future though, for sure; but once the majority of players plays on higher MPs, Blizzard will do something about it.
Also, remember WoW and LFG. I would have never thought that could work out in the first place, and now you even can do the big raid instances with random people (don't play WoW anymore, never liked random groups in WoW, but just saying that Blizzard will find a way).
The 1st and 3rd problems are also just a matter of scale and applied to random games in Inferno 3-4 months ago, too. By now, every casual gamer can start a new barbarian, get it leveled to 60 by a friend in 2 hours, borrow 1-2 million gold, and steamroll (at least the lower) MP levels. If you have a decent amount of money, it takes you just a few hours from creating a new character to killing ubers in MP 5 - and exactly for ubers (on different MP levels) the public games feature would be awesome.
