I have the standard edition of Diablo 3 atm but i really want the ingame collectors edition stuff, is there anything i can do to upgrade my current normal version to a collectors edition or anything like that?

They're going to be more expensive now since they were really available during the first few months upon launch. Now you'll have to find them in places where they might be in stock, such as Amazon.com or certain local GameStops.

Ok so there is no digital collectors edition like with wow and starcraft?

i know you can pay like 20 dollars or something to upgrade Mists of Pandaria from standard to digital collectors edition

MoP was the first game by Blizzard with that feature. Every game before that only had the retail CE and no other way to get the ingame goodies.

QFE.  MoP was the first to feature digital upgrade.  Diablo 3 only had a collector's edition via retail for $100.  You could call around local game shops and see if they have any left over (this includes major retailers like best buy/wal mart).  Two gamestops near me still have Cataclysm boxes.  If that does not work you can always try eBay yet it will probably run $100+ I can't imagine more than $200 at this point though.  I'm not sure.  I have a friend who always buys 3 collector's editions of games and says the resale value has significantly dropped and the only ones that are super hard to get are WoW and WoW:BC.  All others you can find for $120ish on ebay.

Just checked ebay before posting...going to be in the upper $100's if you want a sealed one.
