Now, if you watch his gear I think he's botting, all his pieces have +exp and most have thorns he must be botting hell nonstop.
What do you guys think? All the other players in the top 10 ranking have insane gear and dps.

Why does this bother you so much you feel the need to post it on unofficial forums? Are you banned from the official forums or something? That is where you should be posting about botters if you think they are botting, not here.
And who cares of a bot gets PL100 first? It doesn't effect you and eventually if it is a bot it will get banned.
so if someone buy +exp gear and it has + thorns on as well and they spend hours levelling Paragon Levels then they are botting? OK.Maybe he's not botting, maybe he's just stadning somewhere in act 2 that spawns mobs constantly and he's afk getting xp, have you thought about that?
he, just put on some random +exp gear to puzzle people and to piss others of, he is no but, just a regular player. but he plays WW barb with godly gear, and he kills stuffs super fast. thats why he is able to get his uber rates of EXP, if he contuniues in this phase he should reach 100 in about 4-5 weeks.

No bot can powerlevel this fast. Super fast, super long killstreaks (bonus XP) are needed to do that, like from Arreat Gate to the end of Rakkis Crossing, with 5x NV from Keep Depths or Arreat Crater (places most dense with elites). Probably a shared account with godly gear.
Probably puts on Exp gear with + thorns and enough health regen so when he needs to sleep he goes afk near one of those spider spawning towers (maybe on a lower difficulty) so he is still pulling exp.
Last thread about this guy, I thought one or two people posted that they'd been in games with him, that he wasn't a bot, and described what he was doing to be so effective (as m4st0d0n said - "super long kill streaks").
You guys do know that a geared WW barb can full clear the arreat crater run to azmodan in 1 super big sweep and wrack up a monstrous massacre bonus right? He's probably going through that over and over and over again. Takes maybe a minute per run and he probably gets 100+ kill massacre bonuses at the end. Leave game, repeat.
he's about 1/4 to 100 btw (in total xp). So by end of sept he'd definitely be 100. That's over 50 lvl63 legendaries he'd miss grinding lower acts though, more than billion or 2 gold.

Do you have any proof to this claim that they don't do anything? I'm pretty sure i've read numerous threads on various forums about D3 accounts being banned because they have been running bots, so to say that Blizzard don't do anything is quite honestly bullshit.

Forum can say whatever they want. Just look at AH and RMAH prices and you will realize that without botting such inflation is NOT possible.
And for the super fast leveling bot guy, it is definitely a bot exploiting spider spawning towers in act2. Thorn, xp and regen gear proves it. You cant even say hes present all the time, going afk or to sleep, server would DC him after several minutes. He either has to have bot which is periodicaly recasting warcry for example, or having this
