Normally I play sword and board barbarian, 70k dps, over 1000 on all resistances, 10k armor. This allows me to destroy A3 with no deaths and in good time. Is not like I was forced to try this spec by low budget or whatever. For that reason I think that my opinion about the ranged barbarian will be very objective.
I started from going to AH and buying a belt with -5 WT reduction. Belt plus amulet reduced my throw cost to 1 fury. From this point I started to experiment with the different talent setups. My findings about talents:
Weapon Throw - I had dilemma between rune choice. Mighty Throw vs Ricochet. After a bit of play I can certainly say that Ricochet is much more useful, especially when you fight big pack of monsters. It will slow down many monsters and sometimes you can just spam your throw into the room blindly and see damage numbers flying.
War Cry - As I found out during the play, Impunity rune was quite useless. At this point I still had about 800 res all unbuffed so it was easy decision to make and go for a Charge! instead. 60 fury topup with WT costing 1 fury is... you know.
Battle Rage - Started of course with Into The Fray rune but I found out it very quickly that it wasn't really necessary and because No Escape passive kept my rage at full most of the time. In final setup Battle Rage was set with Marauder's Rage Rune for more dps.
Sprint - Run Like a Wind - I found out that I have so much furry at all times that sprint came really handy for getting out of trouble plus tornadoes itself can be handy. I tried different talents instead of this one, like Leap or charge but sprint worked the best. Of course you have to keep an eye on your fury when you're using it but in case of trouble you can always go back to Into the Fray and it shouldn't be a problem anymore.
WOTB - I took this talent because it was a bit annoying to kite some elites for longer period of time. It was enough to down most of the elites before the duration ended. I bet you could experiment with Thrive on Chaos but I just went for Insanity ... and killed myself in 0.5 second by 400k crits on reflect damage mobs
Passives: of course No Escape - but I also tried Unforgiving - quite the same effect but No Escape gives you a small damage boost. Besides No Escape passive I went for other DPS ones - Weapon Master and Ruthless.
Before I talk about weapon choice I have to mention about the problems I encountered because they are connected to my choice.
My normal Sword and Board style is quite strange maybe because I have 0 life steal and 0 life on hit. My normal health regeneration methods were revenge, charge and ignore pain and I never needed anything else. Now in ranged spec when I was forced to stay away from the mobs my health regeneration was close to zero. I tried a 2 hander with some life on hit and life steal on it but I found it to be way too slow. Having my normal sword plus shield let me stand more hits but it didn't change much. I looked around and came to this:
Dual wield - seems like the way to go. I kept my 1100+ DPS sword in the main hand and got interesting offhand from AH. I bought 300'th spear. Not much DPS, just 610 but it had some strength and +650 LOH. Besides +12% Movement speed from it with addition to 12% on the boots made me feel like I fly and was able to avoid most of the ranged attacks. What is most noticeable about this weapon though is +50% Increase to WT Damage! Yes it is really noticeable. So finally I landed with this in my offhand and I could totally spam WT at the speed rate of 1.88 per second. It just gave me a perfect synergy with the spec.
I had my friend watching my experiments and we just loled seeing how everything dies as soon as you see a bit of it's shadow on the edge of the screen. Blindly spamming into the rooms etc. You can even easily out-range ranged mobs! Same way you are able to out-range vortex mobs etc.
Well. It was just ridiculous... so I took it further. As nothing was touching me anymore I just went to AH and spend like 300k buying off Max DPS gear I could find. No resistances, no vitality, whatever gave me more dps I took it. I ended up having 25k HP, 150 resists and about 80k dps. Using this gear I went through full A3 laughing non stop, drinking beer and chatting with my friend.
Summarizing... the game is broken. I know you can say it's just clever usage of game mechanics, but it is big flaw in the game design to allow for something like this. If I compare the value of the gear needed to play this spec with my sword and board gear value it's just silly. Yes, you have to spend some gold/money to buy belt and one of those: Mara's Kaleidoskope, Skull Grasp or Stone of Jordan with -4 or -5 weapon throw cost, but then all the rest is pure glass cannon gear.
What's unfortunate maybe, I wont be playing this spec. Clearing the act takes about the same time as my normal runs. Difference for me is just pure boredom of spamming the same attack to the outside of the screen and hear mobs dying there. It just feels bad and broken. Not my style. I play barbarian to get in there and share my bad breath with my enemy, smashing skulls, breaking bones... same reason why I just hate tornado spec.
Coming to an end, if someone don't mind this game play and wants to lol through A3 like it's nothing, I will be selling this set:

The Three Hundredth Spear:
610.8 DPS, +121 Strength, +653 LoH, +12% movement speed, -4% melee damage reduction, +44% dmg to Ancient Spear, +50% dmg to Weapon Throw
