Actually ur chances are better than that, given that there were 4000 ppl that entered, lets just say, and 50 keys are being given away. Since a person cannot receive more than 1 key it would drop the total number by 1 with each winner increasing ur chance (im not sure the correct math formula for that as im not a math major ). Given 2 chances for every drawing does directly increase chances of success by ~50% overall from your original % of victory. To make things easier without accounting for the increased returns and give the best chance for success 4000-49 = 3951 entrys so 1 out of 3950 = 2.531004808909137* e^-4 or ~4.5% with to out of 3951 entrys = 5.062009617818274*e^-4 or ~ 9.2%
