Couldn't be. There are no elves in Sanctuary. Just humans, angels and demons. Like in the medieval :D
The master of Diablo is here. Exeptional things which he did:
1. Killing Diablo with level 14 Sorceress with 50 000 gold.
2. Complete the whole act 1 without getting hitted with Necromancer
3. Completed the whole game in level 21.
4. Get seven player in a handicap duel 1v7 with a Barbarian.

There is somethings about the elves that just doesn't fit the morbidity you can encounter in diablo. Elves make me think iTy pitty bubblegum land and their appearance in sanctuary would just ruin the show for me. Not elves in sanctuary means no elf ranger class.

i think that the conecept art is great... it would be an entirely new dimension to diablo series visual experience

Lol, I could imagine an elf in Sanctuary. The barbarian gets pissed at his ears and whack, off goes the pointy ears. Lol...

If there's an elf class in D3 I want Blizzard to make them always take friendly fire so you can PK them for their pointy ears :D
