Bounty Bugs and Explosive Blast Fix
Tsarnis is looking for information to solve a potential issue with the Bound Shaman or similar bounties, so if are testing Patch 2.4 on the PTR and has useful info feel free to share it. Also, Don Vu shared that a bug with Explosive Blast is being fixed in the next PTR patch. Read below.

When casting explosive blast very quickly (approx more than once per second) the game is failing to cast all of the expected explosive blasts.This is fixed in the next PTR client patch. We also fixed Debilitating Force stacking.

Quin's Itemization Rant
Quin has made a ranting video! He argues that some of the recent changes to items, adding % bonus damage to specific skills, may greatly reduce player choice. It has spawned a quite interesting discussion on Reddit. After hearing his thoughts and reasoning on the video below, do you agree with him? Give us your opinion on our forums!
We still haven't heard from devs why the changes were made, so keep in mind there could be a reason for it. But since Patch 2.4 is on PTR, this is the perfect time to discuss and let the developers know what we think of the changes - before they're set in stone and go live.
Is blizzard ruining the game by reducing the amount of item choices? This is my opinion please let me know yours.
Oh and don't even get me started on what kind of an impact all this extra additive damage will have on the game... Rip the majority of damage talents, and half of the legendary gems.

The fact that all those skill bonuses are additive is horribly shortsighted on the part of the blizzard devs. Any other damage increases in that category (which is the vast majority of damage increases) are going to be totally useless. Power Pylons are going to be barely noticeable, for example.
I mean, I can see why they're doing this. They can't afford the QA overhead to rebalance the core skills until the next expansion, I suspect because they don't want to mess with the leveling experience. Adding items lets them buff the skills without having to worry about the pre-70 experience. I hope they figure out a better way to buff skills that need it.

Pre 70? Is that a joke? Bad one m8. Expansion - yes, pre-70 experience NO WAY, even they are not that dumb to care about that. It's like saying they won't add real pvp because there was no pvp on the box and they would ruin experince of checking out the box.
How can posting a video be not okay thing to do? Dude get over it, who cares. Quin is extremely relevant, and these last 2 vids were really thoughtfull. I may not laugh at that, but how can it be offensive or not ok? You must have really hard time on the internets.
They definitely cares about leveling experience. Watch the video where yang explains why they raised the lvl requirement for nagel ring.
I think locking items with specific skill is ok as long as the skill runes really matters. If the utility you get by selecting different runes are big enough, people will pick for that skill for utility instead of damage thus unlocking them from those items that buff the damage.
He mentioned that twin blade set is shit compared to balance. I disagree on that, you still can destroy T10 with that set. What's stopping you from doing that? If you are looking for maximization, there will always be ONE choice. The difference will only appear when different items or skills that provide utilities to make you success in different environments. And if you fish enough, that difference is barely anything. People will play one build that can fish out the best GR to do the highest GR.
If you are trying to achieve maximization, there has never ever been a choice.
Also: Why would he be mad over some well-deserved nerfs? Static Charge and Healer build monks were simply too powerful and needed to be nerfed and Quin has played this game for an extraordinary amount of time so he knows they were too strong. He said it himself that he didnt want to bring the healer monk to everyone's attention because he wanted to use it for pushing in the season. He KNEW it was too strong but because the changes went live and the new season started Blizzard were locked to that patch and couldnt change anything or it would be unfair for those that climbed the board before the nerf.
Also: Jade and shotgun havent been playable since like season 1 and now they're playable again in the highers. You're pissed about stupid things while Quin's rant was for a reason that made sense and was explained with thought and not just "wahh my class got nerfed! blizz plz fix" which is what you seem to be doing.

You would never, NEVER, would've used Tempest Rush under different circumstances - and guess what? Now you can.
Why? Because it's not a complete shit of a skill anymore.
You complain about Blizzard making skills no one uses into viable through empowering items? And what you suggest instead is to buff the entire arsenal of skills instead?

Items should make skills stronger, not the raw dmg % of the skills. It's a farming game, and you play to find better loot to make your toon stronger. If the toon already strong to begin with, saying 960% weapon damage on Tempest Rush - wtf is the point in playing?
Have we really ever had any choice ? Its always one cookie cutter set and spec per class and focus and restraint have more or less been a given on most classes now.
Some classes got more than 1 viable spec in group play but you're right in the solo aspect anyway. The solo monk leaderboard right now is just saturated with Static Charge monks.
Quin is 100% right. Diablo3 never was a game of much choices. If they "solve" their balancing/underused issues by adding ridonculous amounts of stat bonuses, even the last bit of choice is gone. Just amp up some skills in general. What's the big deal? It's not like you can use all of them in your toolbar.
Stacking skills on items is completely wrong. It could be better if we are able to put skill boosts on items our choice.
Let me clarify. Complaints are only so good to them when they actually provide information to them that can solve the problem. Bitching and moaning about features or changes does nothing. Explaining to them why you're bitching and moaning does.
As well, I'm not telling people that they can't voice their opinions. Not at all. Just that when they do they should be mindful of what information can actually help Blizzard. Saying something sucks or that it needs to be fixed is completely useless to them. Explaining why it needs to be fixed, not even providing a solution to the problem, but simply why it's a problem for you goes a lot further.
I've seen it too much in WoW and it continues with D3 because the CMs are typically less informative with D3. Far too many people bitch and moan with useless feedback that wastes their time. So as I said, complaining is useless when it's not constructive and the majority of people could do a much better job at providing constructive feedback to the devs. Telling them nothing more than that it's bad or not fun and they need to improve it is completely useless.
