John Yang and Don Vu tweeted some other interesting bits of information that were left out from the PTR Patch Notes, regarding Leaderboard entries and experience bonuses in parties. Read them below.

PTR Seasonal Items
Seasonal items are still not available on the Public Test Realm, since they will be implemented and tested in a future build.

As the PTR is currently still running Season 3, the following Patch 2.3.0 Season 4 exclusive items will not be dropping until we roll over to Season 4.
- The Demon’s Demise (Demon Hunter 1-Hand X-bow)
- Lion’s Claw (Monk Fist Weapon)
- Sacred Harness (Crusader Belt)
- Dishonored Legacy (Barbarian 1-Hand Mighty Weapon)

- Bane of the Stricken (Gem)

PTR Community Buff
As with previous PTRs Blizzard has implemented a buff to legendary drop ratios - meant to let players acquire the end-game items and test those in a timely manner. Also keep in mind that feedback given on the official PTR forums is being closely monitored by the developers - as this tweet from John Yang indicates.

Patch 2.3.0 is introducing a lot of new and revised Legendary and Set items to the game. Some may find it challenging to gear effectively and fully explore the features of Kanai's Cube within a short testing window, especially if you don't happen to own some of the items receiving updates. To help facilitate item testing, we will be activating community buffs during the course of the PTR.
The following buff is currently active on the PTR:
This buff went live June 30. We will be activating and deactivating community buffs throughout the course of the PTR as testing needs arise.
- 2000% Bonus Chance to find Legendaries

Posted Jul 2, 2015I really hope the buff gets removed fairly fast..
That's one of the things keeping PTR queue'd up so badly.. A lot of people just want the increased drop rate, as they aren't that lucky on Live servers, to try a build fully..
Once it gets removed, the queues will simmer down a bit (like previous PTRs after the buff was disabled).

Posted Jul 2, 2015Does Bane of the Stricken stack indefinitely or just up to the level of the gem? It seems like this could get overpowered pretty quickly.
Also, the buff is absolutely necessary for PTR. Blizzard needs people to do in and test the items and gather as much data on them as early as possible to minimize the time they keep the patch on PTR. If you want the patch out faster, then this is something that they need to do.

The Demon's Demise (Hand Crossbow) - Spike Trap - Sticky Trap spreads to nearby enemies when it explodes
Lion's Claw (Fist Weapon) - Seven-Sided Strike performs an additional 7 strikes
Sacred Harness (Belt) - Judgment is cast at your landing location when casting Falling Sword
Dishonored Legacy (Mighty Weapon) - Cleave deals up to 300-400% increased damage based on percentage of missing Fury
Fazula's Improbable Chain (Belt) - Archon stacks also increase your Attack Speed, Armor and resistances by 1%
Henri's Perquisition (Mojo) - The first time an enemy deals damage to you, reduce that damage by 45-60% and Charm the enemy for 3 seconds
