Vote Kicking To Lose Several Restrictions

The vote kick system is one of the many parts of Diablo 3 to get significant changes in the near future. One of the restrictions that are going away is the rule that Vote Kick could only be used in public games. Another big change is the reduction of some of the cooldowns that trigger after a successful Vote Kick has occurred.

I’ve seen several threads concerned with the Vote Kick system recently, and I’ve got some news to share with you about it. 

We’ve recently taken some time to reevaluate how Vote Kick was working and agree that it does have some problems in its current iteration. Public games (and private games too) have changed since Reaper of Souls launched, so the Vote Kick system definitely deserves a little attention to make sure that it still provides value to players, rather than being an inconvenience or a hindrance to group gameplay. 

To assist with that, we’re removing some of the restrictions on when players can be Vote Kicked from a group (including the restriction that Vote Kick could only be used in public games), as well as reducing some of the cooldowns that trigger after a successful Vote Kick has occurred. The goal of these changes is to give multiplayer groups a bit more control over their party, while still preventing abuse of the system. We're currently on track to have these updates ready for an upcoming patch, but we don’t have an ETA to share at this point.

Chiltara's Spawn Rate Getting Buffed

Chiltara is going to appear a lot more often in the Caverns of Frost after 'a future patch' hits. Grimiku provides a little more detail on the matter.

I have some good news about Chiltara for those of you who've had a tough time finding her as of late. In a future patch, we’re going to increase the chance that she’ll spawn in the Caverns of Frost. Note that this change will only increase her spawn chance. The drop rates for the Gibbering Gemstone itself (as well as the Urn of Quickening, and Frozen Blood) will remain the same.

Spectrum Still In The Game, But With A Small Drop Bug

The fabulous Spectrum sword is still in the game, but has a little issue with the drop rate - it looks like one of the monsters is not dropping it which Blizzard promises will be addressed in the next patch.

This isn't the first time I've seen players wondering if Spectrum is still in the game or not, so I did a little digging to find out. Spectrum is in the game still, but it is pretty rare. There is a bug with one of the unique monster not dropping it at all (I believe it's Super Awesome Sparkle Cake), but that will be addressed in the future. Good luck to all of you looking for it, though!
