Full List of Legendaries Gambling Can't Provide
Lyllira posted the full list of Legendaries that can only be obtained from killing monsters in Torment difficulty or opening Horadric Caches and not from Gambling. Another very interesting part from her post also says that in the next patch Kadala will start giving only items that the hero is able to equip, with a focus on class specific weapon type.
Originally Posted by Blizzard (Blue Tracker / Official Forums)So she can give out the "cache only" legendarys too? Or did you forget to add that with class-specific set items?Ah, no she cannot! Good catch. If an item is cache-only, that's the only place it can be obtained from (such as Ring of Royal Grandeur).
Any news on weapon categories being added like wands, 1h swords, daggers, 1h x-bow, etc?Kadala's decided that while she has no plan to stop pointing out your occasional paper weight purchases, she will pay more attention to the kinds of things her buyers would at least know how to use. In our next patch, Kadala will only give you items that you are able to equip, with a focus on class specific weapon type.
This will not change how she generates Legendary items, as those have always been class targeted. This is only a change to the rare items Kadala produces.
Same error in that list. Vyr's is not torment only, and Tal Rashas offhand can be gambled. My own documentation indicates that Vyr's should be Torment Only and Tal Rasha's shouldn't be obtainable from Kadala. If this isn't true, it's likely a bug to be passed on. I'll send that over to the appropriate folks to investigate.
That said, below are Legendary and Set items that CANNOT be obtained via Kadala. Legendary and Set items not listed below should be included on her drop table.

In the mean time, I understand it might be difficult to sympathize with his unfamiliar plight, but maybe cut the guy a little slack. I can only imagine how disconcerting it might be to suddenly have to deal with all your strange, mortal needs.
Blizzard Looking Into WD's Sacrifice
Wyatt Cheng popped up on reddit to assure Witch Doctor's Sacrifice is being looked at since it's not about buffing numbers only.

They wanted health globes/health pools to matter killing zero dog with gear and damage was meant as deterrence.I agree with most it was over nerfed. Sacrifice is the only skill that needs an another to work. Which is poor game design. Its like saying Archon wizards to use Archon you need to construct addional pylons... heres a skill pylon construction.. it takes 30secound to construct.
