With the shedding of the traditional and nostalgic skill tree system of Diablo II (see Could The Skill Tree Be Gone Forever?), game mechanics are slowly re-gearing to fit with the new system, which Blizzard has not yet revealed. Respeccing, a feature confirmed many moons ago, will be facing some changes as a result of this new direction:

im for easy respec at any time coz i dont think it'd be an issue.its a metter of choise if u want to roll new build pls roll nothing can stop u if u dont respec and play it discovering how it works at every level pls enjoy and many will at list with favorite class.and why ud be bothered is it cheating or not if u choosed ur way to play thats totaly up to u and no1 else.and not every1 has no life outside of diablo.thats my point of view.respec should cost some gold.

well, but that's just unfair... why can't i enjoy a good game with the possibility of making a good build just because i don't have the simple option of respeccing? of course it should cost something, but not that much so everybody has a chance to enjoy the game and all that comes with it... besides, people with less time surely won't be an issue as we are almost noobs when it comes for mutliplayer...

He has a valid point, and a lot of people people feel that way. I personally would not use the feature if they put it in, but a lot would just because it's there. I would however prefer it not to be so easy. Having it cost gold is meaningless as we've all seen how easy it is to accumulate wealth in Diablo.
We all have different ideas on what we'd like in the game, but they can't keep everyone happy, so we'll just have to wait and see what Blizzard delivers. I'm sure we'll all still be playing D3 for years to come no matter what they decide to do.
could be an option like hardocre mode... so you can choose to respec when you create the character or not... after that is no turning back... of course maybe some sort of benefit for non respeccing characters for balance

Now that's a pretty cool idea. Maybe having each respec item limed to only one or two skills per item.
Being bound to a player could work, but there will still be those that would rather sell it than use it.

The idea is that if you have wasted a skill point you can go back and earn the right to reallocate a skill point.
You seem to be talking about respeccing all skills, or at least respeccing a large enough amount to completely change a character's strategy. In these cases I believe that the player should restart a new character from the beginning, as I believe that's what the developers intended.
I know a lot of people will say "but why should I have to restart?", but I don't think those people are quite getting the enjoyment out of the game that they should. I'm not saying that their views are wrong, I just don't believe that's the way the game was intended to be played and enjoyed.
To me it feels too much like cheating to be able to completely respec my character, sort of like using the trainers of the earlier Diablos.
Again, just my opinion. I'll still be playing the game either way.

There would be no gold price for respec because they could make them untradeable. Also, luck would not stop you from getting to respec. The item could be controlled to drop often enough to help you fix a skill problem but not enough to redo your character.
Well that item idea might work out well but they could also add a negative effect on the player for losing the memory of the "skills" so it could be a debuff called amnesia or something similar. Where depending on how many skills were reset the debuf would decrease the amount of experience gained up untill the next level or 2? 1 level could be exploited but 2 would just make it a tactic or strategy to pinpoint the use of the reset.
For example 40 reset skills = 40% decrease in experience gain for 2 levels.

Are you suggesting that the item must remain equipped or the respec will roll back? If that were the case, it would essentially be useless...because it would be replacing a tier 1 item, meaning that mistakes could not be taken back without "ruining" the character...and in that case, I'd be all for it simply because I hate the idea of respeccing to begin with (lol).
If the respec item were a consumable item, I think that makes it a more logical way to administer respecs....but....it has to be a lot more rare than once every 2 or 3 character levels. Most likely you don't even want to respec at all until reaching at least like level 30 which means by that time you've already 15 respec items...making it an extremely commonplace item equivalent to about "2 chipped gems." If its there, it should have more the rarity of about a Shael rune.
True. At first you would not even need these items. They could make this drop even rarer at the beginning of the game since they will most likely not be needed. They could also slghtly increase the drop rate a high end levels so you can mess around with your build more. The nice about the drop rate is that they can kind of control the amounts of the item. And making them untradeable also helps with the rate in which people receive them. I still think being able to change 1/3 - 1/2 of your skills per character Is a good compromise between full repsecs and no repsecs.

1) If you make it so it is a semi common drop (like a sol rune) then it would be good for common players. They would only get a few per week. (1-2)
A MFRunner on the other hand will be massing these items likes crazy.
Thus the hardcore players would have a clear advantage.
2) If you make it so it only drops (X) number of times per player on certain quests. Once the quests are finished, there won't be anymore of these items so it wouldn't be farmable like in situation 1. Consequently, once they are used it is inevitably over.
This means if I made a few mistakes on my way up, respecc'd, by the time I reach level 90 I won't have enough of them left to ever respecc my character again. There have been characters in D2 that I played for years, (1-3).
What then?
3)Upping the drop rate of these "respec items" would only create a situation where a player's respecc depended solely on the luck of his drops. Not very good considering in my 10 years of D2, I have never found a single ZOD, BER, or Windforce.
I still don't think that the drop rates have to be super rare. Once every 2-3 levels is reasonable.
For people who play more, they should get more. They have earned these items through more game time.
As far as limiting the drops, I don't think it is necessary. If you want to take the time to farm these items to respec rather than reroll a new character then that is your choice.

I believe it could ruin the fun for those players. Maybe it's just me being skeptical.
Another solution could be to make it quest reward, but make the quest repeatable every X character levels, let's say every 20 levels. That way the player can get a handful of respecs at different stages of the game without worry about whether they will lucky enough to find one.
Of course that quest would have to eithe be really long or really hard to complete.

If we are to assume the only one skill change per token approach, then this would need maybe need to accur more often, maybe every ten levels and there might also need to be dropped respecs.

AGREED! As long as people don't exploit the system through cheating, it would be a good method.
