1) On your Manticore (unless you're playing "one-shot high crit numbers") you should change 1 gem to Radiant Star Ruby.
My own way of improvement is when you should try to maximize your base +Vitality on slots that you want +vit on.
1) Shoulders: 200+ dex / no less than 62-vit / etc...
2) Inna's Pants: Yours is nice with that +vit, but now you want more offensiveness as well.
>>> 162+ dex / 62+ vit / 9% IAS / 420+ default armor defense
3) Nat's Boots: 224+ dex / 62+ vit / 76+ AR / 5 or 6% Melee Dmg Reduction
4) At some point, you'd probably craft your Dex Bracers, so this is why I want you to improve your base +Vitality in the other defensive slots so you don't feel pressured like this to leave your current bracers "locked up".
5) Your amulet is pressured at max crit hit chance, I mean this is great if you balance the other statlines/properties as well.
6) Witching Hour, stat-wise you're pretty decent except for your "39% CHD" can go much much more.
7) Your Quiver, that thorns is taking away the more crucial stats, like more Dex
i have another DML that has i think 300dex/280vit but has no +CC to RF, and all of those suggestions sound great, ill get on that asap, i have like 4 other nat rings in my stash, and whats the purpose of a ruby coupled with emerald?

Haha, I see you decided to ditch your DH
Anyway, I don't have time atm to write a detailed post like I usually do, so I'll just give you a link to my barb and some key pointers.
You need 41% Attack Speed on gear if you use +0.23 APS Echoing Fury. 40% AS for 0.24 EF, 39% for 0.25 EF. This is an easy to reach breakpoint and is sufficient to do mp10 without trouble in my experience.
You need at least 5+ % life leech. Get 2 sources of LL - possibilities are IK Belt, Bloodthirsty passive, Main Hand and Off hand.
For main hand you want a Mace or an Axe (for Weapons Master passive bonus) with as much average dmg (black) as possible (you dont care about the big number, just the for example 700-1100 part); for offhand Echoing Fury with Str, Socket and LL or Str, Socket and CHD. You don't care much about dmg here as none of your primary damage dealers use its damage.
Defensive stats sufficient for MP10 are around 6k Armor, 600 All Resist, 45k life, 5% LL.
My barb also had around 200 mil budget, so I suggest to just copy paste his build and gear, keeping in mind the above points (note how I got exactly 41% attack speed due to my 0.23 Echoing Fury).
And this Build due to the SoJ is great for killing Elites too and not the usual trash farming only. If you got any specific questions feel free to PM me.
actually doing both got the DH to 215k, so now its time for the barb

Well , few months ago I could make a budget barb that can handle mp8 easily with 10m gold(Killing Champion Packs too).
As a barb , with 200m budget I am sure by now you can find items to handle mp10. or atleast mp9 efficiently with champion packs ofcourse.
Edit : It was HoTA barb not Rend with Dual Wield not with Skorn.
im open to any suggestions, tell me the build/ specifics for that budget and i shall follow
