Yeah, put it onto T6, quickly outlevel your armour and get one-shotted the next time you get hit and lose the gem. <-- From experience.

There isn't that much to lose, just try it once for a couple of days and whatever the outcome at least you can be sure that you've made the right choice for you.

Anyway I think this gem may be extremely powerful. Imagine this with a pet WD... You hit a boss 20 times during 10 seconds with a lv 50 gem and bah! Your army of 20 fetishes hits for 20 fetishes x20 stacks x60 wpn dmg x2 seconds = 48000 additional weapon damage each second. There is just no way it's going to stay like this.

Then yea, my money is that it'l stack forever, but it's additive damage that will have to reach pretty high stacks to be a TON of damage, or OP.
Might also be Blizzards answer to the many billions of HP a RG has for single players, since it'l be slightly helpful on trash but should really shine on long fights.

so if your skill does 500% weapon damage. your second attack does 510, 3rd attack 520, etc etc. it's not a flat 10% boost.
I'm curious to see how much it goes up per level and I'm strongly thinking that it will have no cap on number of stacks since it

Buy a console, when the patch hits all items are available since there are no seasons. You're getting along just fine now without the bracers so why do you suddenly need them? You sound like a spoiled millenial complaining that you should have access to everything you want but not put in the effort that everyone else does.

Vit is way more valuable on a ancient weapon then attack speed.

The most common difference between a "performance" laptop and a "gaming" laptop would maybe be the dedicated graphics card. Some performance laptops have one and some don't, but most gaming laptops will. This makes a large difference in rendering due to not having to steal memory or CPU cycles from the motherboard. While popular with gaming, any video intensive application would benefit from this. Your description of the topographical maps sounds like it would benefit from a dedicated GPU.
Another possible difference is the monitor size. A performance laptop doesn't necessarily need to go above the 15" models. However, for gaming, a 17" can be a big draw...at the cost of lugging around a heavier machine and usually less battery life. If, however, your mobility is from one desk to another, the full size keyboard and larger screen add up to productivity increases even in non-gaming applications. Personal concerns and usage patterns, then, have a lot to do with that choice. A good docking station at home can allow you to have a large monitor and regular kb/mouse for gaming with mobility if you will be using the laptop from your car instead of a remote office.

I do not want runewords back
I don't care about PvP except I do not want open world hostile
I do not want endless identical boss runs ala D2
I think you have rose colored glasses about those from D2 and forget we all accepted it but many thought it could be done better.
That's not to say that they shouldn't or couldn't add some more reasons to play, just that those "solutions" do nothing for me and feel like going backwards. Keep the spirit of the title the same, but don't reuse 15 year old mechanics.
