Yes and no.
You can't have lvl 60 legendaries drop at lets say lvl 30, but you can have lvl 30 legendaries drop at lvl 30+ with boosted stats.

The only reason to get the gloves right now is the empowered shrine. Boost your CDR as much as possible.
They tried to nerf the barb fury generation to the ground but all they achieved is to give him a perma stun, a perma slow and a perma freeze.
Monk gets perma heal and blind, Wizard perma slow and stun, etc.
I feel that infinite resource is going to hurt the game more than what you guys say about CB.
I can hear you think right now that the gloves is the problem, but what if there was no CDR? Would the gloves be overpowered?
But what if I need to use my Black Hole twice in a fight in order to kill this elite? Well that's why you have CB and CHD.
If you think about it, there comes a time when fighting a 20Billion HP boss that CB becomes useless and you need to rely on your real damage to kill it. When it's 100M HP you need to have enough toughness and enough healing to survive the length of the fight to kill it.
But with enough CDR you can actually perma CC it and screw the defensive stats.
And who cares if CB crits for 100M? There is no LL anymore. No more OP healing.

You can kite them with Blizzard, Slow Time and Teleport.
You gonna need Illusionist passive and low dps LoH/LL weapon so you don't kill them.
Then switch to your normal weapon and Archon their ass.

So it's best to have 1 item giving you 30% CB chance (like a stone of jordan with 30% bonus to elites), than 3 pieces with 10% each.
I will definitely have CB on my gear but I guess we'll have to wait for ROS to see how effective it is on Torment 1 and 2 and hope they don't nerf it any more.

It's not a garbage stat but the problem with it is that once the mobs get to 10% hp, especially elites and bosses, they take forever to kill if your gear is based on crushing blows, like cdxliv.Posted in: Diablo III General Discussion
You either need to play in a party and have someone else finish the mobs off or you need to swap gear/skills mid fight.

"Adds (X)% to Lightning Damage" will add extra weapon damage to the non-elemental damage part of any weapon you have equipped.Posted in: Monk: The Inner Sanctuary
"Lightning skills deal (X)% more damage" will add extra damage to skills that cause lightning elemental damage.
So for your example the black weapon will benefit from "Adds (X)% to Lightning Damage", no matter what element type the skill used was.
If the skill used is lightning it will only benefit from "Lightning skills deal (X)% more damage" as it only affects skills.
