Skills are calculated weapon damage first -> skill modifier -> additional modifier (elite damage or elemental damage)
The +damage affix only affects the weapon damage calculation (or weapon dps.) After that, it is irrelevant.
In short: No, it doesn't affect locust swarm.

Element Damage affix on weapon has no bearing on your skills damage.
The only situation where the weapon damage affix matters is with legacy items such as the old Triumvirate or Zunimassa's boots where it says specifically "Adds +x% to elemental damage" where if you had a black damage weapon (one that just has a +damage affix with no element), it directly increases your weapon's damage to include those elements (which, since your weapon damage is increased, your skill damage is increased as well.)

I want to say 48 using 6ww/4ik and coe and rorg as rings. I definitely run into problems. I can clear to rift guardian with plenty of time, but if I get ghom or someone else that doesn't allow me to have 100% uptime, I will more than likely fail the rift at that point. It is still hit or miss without unity.

So if I have a weapon that deals lightning damage but all my abilities are arcane/frost/fire (ie not lightning) if I swing my weapon for an attack that does not use a skill (you can try by removing an ability in your right click slot), that attack will cause lightning damage.

But sets do exist. I'm probably on the luckier end of the scale but out of maybe <50 legendaries, I've gotten 3 vyr's pieces (1 dup), 4pc tal rashas (over the span of <10 legendaries), and some dh hunter set gloves all on my wizard. I've seen blackthornes much less than the people I play with who seem to get it all the time. Maybe 1 or 2 blackthornes pieces and 1 travelers pledge.
This is mostly on T1-3. Many of the set items have actually been from chests. And I never really did the T6 chest farm runs (I did maybe a dozen which actually yielded two of my set pieces)
So extreme luck helped me but I'm sure there is some middle ground between us where people get set items fairly often enough.

Math would be if all your frozen spells (frozen orb) do 19% more damage, how many spells would you have to cast to do more than 1 proc (which would be 212%+Cold damage percent.) Using 212%, the proc would have to be greater than about 10% (not taking into account crit or anything because I don't feel like doing complicated math.) If it is 100% as mentioned, it is absolutely better (obviously roll a socket instead of life on hit.)

But I've found 2 Wildwood's (always Poison 1h sword and always +experience) off of only two skeleton kings. (second was 1250 dps with 400 int and 30% chance of 315% bleed.)

Blizzard knows there is a problem.
What would you like them to do about it? Remove rollbacks entirely? Adapt a 100% hands-off policy on Diablo 3 and say, "Anything that happens to your account, including compromises, is your fault and thus you have to deal with it."
Did you ever think that there isn't enough evidence to ban those who are duping? If there is proof that an account was compromised and they do a rollback and an item gets duped, is it illegal? Only if that system is exploited. But what defines exploitation? Using it once? If it does not happen on the same account over and over again, nothing can be done. If they keep using dummy accounts to dupe items, nothing can be done.
Get over yourself and think.
