The bluepost basically covered it already, there are many buffs which won't change your playing behaviour at all (like innas bonus or community buff) and there are some which either change your play drastically (ie: avoid death procc resulting in a way more defensive approach), certain temporary buffs (pooling resources and unloading during the right coe window) and boni which make or break your play. So priotizing them all is the first and most important step.
Unlimited buffs are totally useless, imho. Rather similar to unlimited healthbars and health bar numbers shown (well cutting down the numbers to "MEGA damage" digits similar to an earlier idea in WoW is a different topic - for more details see http://us.battle.net/wow/en/blog/3885585/dev-watercooler-the-great-item-squish-or-not-of-pandaria-11-4-2011 ). We can only grasp so many informations at once, they should help us decrease that burden.
