    I think there is a cap because Blizzard want us to spend them.
    Without a cap, some people wouldn't and would keep them all "just in case they increase the drop rates or better rewards are added" (or whatever reason).

    Then if Blizzard would want to make changes to Kadala, they would have to consider all these people with thousands of shards vs people without shards. Just like the problem they have with gold.
    For some people the gold costs are irrelevant because they have billions. For others, they are way too high.

    Remember Blizzard is a control freak. They are taking many of their decisions so they can control the game.

    We actually can, because it IS the answer. if you got 1 piece of set since release and I got 19, the average is 10 per character. You're below average, sucks for you, you're above averge good for you, but over the millions of players I'm pretty sure the drop rates are fairly consistent. If you're so below average there is a safe mechanism ensuring you'll get at least a legendary every whetever factor Blizzard decided. You are NOT guaranteed sets.

    The more you play, the closer you will be to the average. A casual player can be very far off in oth directions and this is normal. The RNG works globally, not on a per head basis.
    You don't understand what I meant (and it's probably my fault since I'm not a native English speaker). Of course in any RNG system, there will be differences, some people having more luck than others. Flipping a coin is a 100% RNG system. National lottery is also a 100% RNG system. The odds of winning are very different though, therefore, you can design games completely based on RNG with very different outcomes for the player.

    For example, recently drop rate in rift were increased by 100% and the game is still completely RNG. Therefore, you can increase or decrease drop rates and RNGness of the game will be kept intact. Now imagine they decrease the droprates by 1000000000000000000000000%. It would be just as rng as it is now, just with lower chances of winning. Maybe the game would still be extremely fun for some players, but probably not for all (and same thing if they increase it by that much...).

    My conclusion is : "RNG is RNG" is not an answer to "Are drop rate too low or not ?".Drop rates and RNG are 2 completely different concepts. Even if every single monster dropped a legendary, the game would still completely be "RNG". And if you had to kill 100 billions of elites (on average) to get a legendary, it would still be completely "RNG".

    Hello !

    A friend of mine just found his first lvl 70 legendary : a thunderfury. I was wondering what kind of wizard beginner build could get the best out this weapon. Right now he is playing a metero shower build, but we wonder if an other build couldn't take more advantage from the proc. Any element is fine since he doesn't have any other specific gear so far. We are playing on Torment 1 so far (since I'm better geared, I can help him playing there).

    I've done split runs today with 2 friends (less than 20 runs) :

    From caches, one of us got 0 legendary, I got 2 (shoulders and stolen ring, that was a really bad joke...) and the other one got 3 rings (all royal), 3 bracers and 1 amulet (all this on the same character)...

    I am not a specialist, but your problem doesn't seem too hard. The build 1 gives you 37% more damage all the time (as long as you only use fire skills), while the other one gives you 35% more damage 64% of the time. Therefore I'd say build 1 is better. But wait for someone else opinion, since I'm probably oversimplifying it !

    I guess they are starting to improve drop rate because they are close to be ready to launch ladders (and maybe other features) on the PTR. This way, the few people who will be fully geared will still be able to enjoy the game through"new content".

    I managed to do it after a couple of tries. You must be really unlucky on that one, sorry. Class specific items are extremely annoying to transmute with tons of unwanted affixes, but for a regular helmet like Andariel, you should get it "soon"...
