I wouldn't say that's high, you skimped on the mid range CPU. I would sort out your shitty ATI drivers and see if it starts working better. Goto 3dguru.com and there are some new beta drivers on the website. Do a clean driver install (Uninstall your dirvers, clean the rementants out with driversweeper or something and reinstall). It's quite clear that everyone compaining here is using an ATI card (Short of that guy using an 8 series GT... Which is dated as hell) while everyone with nVidia cards are working fine, myself included (Even SLI is working fine).

Given your aim as a wizard is to kill an elite pack and move on to the next ASAP while only stopping to kill LARGE packs of easily killable trash mobs elite damage > *.

I live in Australia too, QLD to be precise. I know your pain about latency, Azmodan and Diablo were a mighty big pain when I was pushing to finish the game. In fact I found it actually harder to dodge stuff with a higher attack speed because of latency it's why I opted for Hydra/Blizzard/Arcane Orb with a .90 2h weapon so I can stutter step kite for days with big arcane orb hits with 20% move speed.
Either way, no matter your spec. Once you get teleporting, invulnerable minion fast, jailer Phase beasts you just quit the game and hope for the best in the next.

Switching before a kill is majorly pointless, because you are missing out on chances to find better items on the 10 million mobs before those elites. All of my legendaries/set items have all been found from normal mobs with the exception of a few legendary plans off Azmodan.
As for it gets better? It was never bad, Inferno has never been hard for the Wizard, period. It like people don't realize they are a Wizard and think they are a Barb or Monk and think they are supposed to sit there and take hits... The only thing that has made farming act 3 and act 4 shit right now is the lower drop rate and the repair costs for wear and tear which makes farming Act 1 actually way more viable for profit:time.
