Sorry, we do not allow people to spread exploits here. It is against the Blizzard Terms of Service.
Also, the proper way to make the devs know of the issue is not by having everyone do it (even though that works), but by sending notice to them. Even something as simple as a tweet to a Community Manager (like Nevalistis) should work.
Sending email to Blizzard did nothing in 4 weeks. Sharing it here got it fixed in 6 hours. I understand the OP.

4/4/2014 5:37:16 AMYeah, these gems are pretty ridiculous. Not only they cost a lot to craft, but the gems themselves take forever to gather. I still don't have my fifth flawless royal topaz gem, just because of the marquise topaz shortage.As for souls, I have around 80 sitting in my stash and this number can only go up now...Nothing to burn them on, cause of the gem being the deciding factor.Posted in: Diablo III General Discussion

THIS! People fail to understand how simple statistics work. I've been salvaging >99% of my loot since around 5 hours after release. I easily solo T4 and I still think there is HUGE room for improvement for my wiz.

The cache's contents are rolled as soon as you receive them, so that you can't cheat the system: if you complete the bounty on any difficulty lower than Torment, no Torment-only legendaries will drop from the cache, even if you open it on Torment 6. The same applies to smart loot concerns or low-level farmed caches.
And today's Hotfix:
- Bounty bags now properly ignore Difficulty setting when opened. You can no longer get Imperial Gems or increased gold by opening them on a higher difficulty.*
