xashik got it right. And with regards to weapon 1 the accuracy here is within roundoff error. If you change attackspeed from 1.36 to 1.364 you get a dps of 1512.7
Another important point to take into account, since your name is "sell value": The damage from str/int/dex is NOT taken into account, so that will make weapon 1 even more valuable.
To the right on your action bar is a vertical colored bar which is green-yellow-red depending on the state of your connection. Mouse-over it to get the latency
200 latency isn't bad. That's a fifth of a second server lag. Shouldn't be noticable, unless you're some sort of pro-gamer.
I'm no pro gamer, but 200 ms is a huge amount of time. In fact, 215ms is the average human reaction time according to http://www.humanbenchmark.com/tests/reactiontime/stats.php (you wait for a red box to turn green, then click as soon as you can. I averaged about 200ms).
On my demon hunter I get one shot when mobs charge at me from off-screen. Lets say they take 0.5s to perform the charge animation, thats a conservative estimate. On 200ms lag that leaves me 300ms to hit my trusty SS button. That means only 0.1 sec of unawareness = instant death. When I play at ~50ms lag there is a noteworthy difference; I usually don't die then.
I kinda fell for the nether tentacles version:p Switched between EA with electroball, chakrams with twin rune and multishot with fire at will earlier, but now, nether tentacles. Just love how it slows, wrecks and heals, all in one shot.
It doesn't slow.
Nether tentacles does "weapon damage" so if he has +frost damage on his weapon (can +frost damage come from anywhere else?), it could slow for him on top of everything else. I recently started using nether tentacle and i love it.
I guess so:p My weapon has + frost damage on it, to a total of somewhere between 800-900 weapon damage.
Hm, enlight a noob here: Does a weapon with +frost damage give you a chance to slow on hit? I thought that it was different than in diablo 2 in that frost/cold doesnt slow anymore, and poison doesn't DOT and etc. What did I miss?
To elaborate: Bind the force move button! Sometimes you want to move past mobs without accidentally hitting them (i set it to space bar and mouse button 5, thus having multiple ways to relax my LMB-finger)
To add on that, it is intentional that the vendors have unlimited supply of magic (blue) items. The rare (yellow) ones you might find in a vendor, however, are single-buy only.

To prevent newbies to accidently create a hardcore character as first character and be frustrated by having to start over after dying at level 8. Level 10 limit is fine.
Just want to add that you will be able to get various dyes to change the color of your gear, to customize it further. For instance the collectors edition provides two unique dyes that you wont get anywhere else. Theres alot of info on this on the official diablo page.

You cannot change anything on your person, i.e. face/body shape, hair etc.
