Reroll the damage range. Like you said, getting 10% damage is almost equal (just slightly better) than near max damage range rolls. This way you get to keep both the ias and the lph while maintaining the same min/max damage outcome. If that hydra ias fix does come to pass, then you will still have that affix as well. Lastly, I like being able to pick the damage type for elemental exposure.
As others have said, the lightning damage type on your weapon doesn't mean much. The element of the skills you are using overrides the weapon type, so your %cold damage is still benefiting you regardless of your weapon damage type as long as you are using cold skills. Also your azurewrath is actually very good compared to all the ones I have as well as seen on others. Usually TF wins hands down, but I cannot give an answer for this specific case. In my opinion, they are pretty close since the azurewrath is a really good one and the TF isn't the greatest. Although the TF does allow for more synergy with Tals set and the Elemental Exposure passive.
If I remember correctly, the tooltip for elemental exposure explicitly says the element type of your weapon damage counts for it. So you should be getting the 5% bonus damage from the passive for cold damage type, but as others have stated, your TF will not proc your tal's cold meteor unless you are out of AP and still casting your spender.
My guess is because storm crow is considered a "Wizard Hat," so you can only transmogrify other wizard hats into it and not normal helms that can be worn by any class. They are considered different categories I believe.
During one of the developer playtest streams, one of them mentioned that there is currently only one crusader set, but that they hope to release a second one in a future patch along with other new legendary items.
Is the "Ring of Royal Grandeur" that reduces the number of set items needed for set bonuses by 1 no longer in the actual game? I saw it during the beta streams with the developers, but cannot seem to find it in the game guide.
I too, have gotten probably 60-70% of my legendaries from chests, corpses, and destructible objects. To be honest, I just either play through the whole campaign or do keep runs as I find those 2 things to be the most enjoyable for me personally. You just got to keep playing. RNG is RNG. On Friday, I found nothing over 4 hours of play. But then last night, I found 7 in roughly 3 hours including my fourth tals setpiece. It's a grind with random payoffs.
Yeah, drops are now dictated a lot by RNG. I get a lot of useless ones too, but through volume, you can get lucky and find some good ones. Good luck with the farming and stay positive!

Both will drop (at torment+ difficulty) with marquise dropping at the rate of current flawless squares I believe and imperials dropping at a rarer rate.
