They said when you enchant, it gives you a kind of random assortment of possible things to slot in, so if that's the case, it's possible CD might be on a different item's list.
Not to drag this tin-foil hat out, but I believe the list you're referring to on the right is all possible options for that slot, not what you can choose from. To the left, in the box, you have 430 STR, (original option) Socket, or 7% CD reduction, which is where you make your choice. I guess you can only roll two of the possible options. Anyway, in that right side bar, CD isn't to be seen.
But anyway, there's no way I'll find out right now even if it were true, so I'll just forget about it, but... it's curious. -

Really low damage on that Wizard especially with such good gear. I guess it might just be the effect of changing Adds to Elemental Damage and the fact she just doesn't have trifecta gloves, but I want to think it's more than that. Did they get rid of CD?! :/
Also, where is the CD option on that enchanting list? Hmmm?
Either way, very interesting that a Wizard with 4500 INT and a Witching Hour and only have 100k DPS. Of course, it's possible they removed CD from that belt in Reaper of Souls, but still to get that low, even without any IAS, I think you'd have to have 0 CD, and that's zero base CD, as in non-existent.
Not saying this is certain or anything, but it's awfully suspicious. I've also been thinking about this since the recent massive buffs to all skill damage, perhaps as a way to make up for lack of CD?

I don't know. I've given up trying to understand it, there's so much going on outside of these changes we don't know about. Hard to grasp the big picture most of the time. That's testing for you I guess.
I will say that increasing that Ground Stomp rune from 76% damage to 900% actually makes a great deal of sense based on what other classes are capable of. I mean the Monk has had something like that on their bells since a few patches ago, figures most other skills would follow suit. -

I have to laugh at this: Trembling Stomp : Enemies in the area also take 900% weapon damage. (Up from 76% damage) It's just crazy how under-tuned some of these abilities now seem. This is like, Trembling Stomp now damages enemies.

Love this one.
Oooh oooh. Combine this with the gold rains from the sky after massacre bonus. Yeah. Five seconds is a bit short though, maybe. -

It's not healthy to have a 70 to 80% reduced effectiveness of snares and affixes [and others] in inferno. It's not healthy for Elites to be significantly stronger than regular monsters. There's a lot of things that ain't healthy Wyatt, welcome to the monster you have helped create.
Elites are good, they make combat/game play more varied. Mixes things up. Keeps you on your toes.
They fixed Inferno crowd control abilities a long time ago, it's hardly even noticeable now. The first cast is full duration, and if cast on the same monsters, for the next few seconds duration/effectiveness is reduced, then returns back to full. I've used Temporal Flux extensively, if there is any reduction, it's hardly noticeable to me. Monsters are moving pretty damn slow, even with the nerfs.

Adding to the tin-foil. Travis Day's secret project is overhauling character stats. They did it once when he worked on WoW. Why not here? He's even expressed interest in doing it, but that there wasn't enough time to.

There's still a lot of people working on D3. Travis Day, Wyatt, Andrew Chambers, Don Vu, these are important guys on the team. John Yang mostly designed items and did balance for classes, so he'll be missed, but doesn't mean production grinds to a halt. Boyarsky was in charge of setting, so I'd imagine his work is mostly in early parts of development, (he left in April) and Mosqueira left only three months ago. I'm thinking they had wrapped up the biggest parts of development, which made it a good time to move on. At this stage it could mostly be graphics and art that needs to get done.
I assume if we haven't heard of them leaving, then they're probably still there.
I'm mostly basing this on how I hear other companies work. You finish a project, take a few months off, then get back to work on the next big thing. I don't see how Blizz would be any different. You don't finish something then spend 2 years twiddling your thumbs. That just seems absurd.

It's likely they've been working on an expansion the last two years.
Think of it this way. Even looking at the updates we've had there's no way that's enough work to fill all the hours of a 9 to 5 job for a group of five or so designers. Why would you keep that many people on the payroll, paying their salary and healthcare, if they're just going to dink around with balance? If that were the case, then Wyatt et. al has the easiest job in the world. In other words, if you're paying people, you better be planning a return on that investment. I know Blizzard has more money than god, but I don't see them as a charity.

D4 is not going to happen. Y'all crazy.
Even in the most cynical forecast, I say the game has at least one solid patch/expansion left in it before Blizzard "moves on".

It's purely damage from Disintegrate. Spin your beam, light em' up quick, and get it over with. Usually I'll tag an elite, then wipe the rest of the screen with the buff. No fussing with procs or spells missing. Just you and your big laser beam.
That being said, I've had a fair bit success with Apocalypse. It covers a nice area, and you get more enemies burning quicker, for TX rifts, at least. So you get more buff = more damage. Twister has a chance to miss, covers a smaller area, and you really want to light as much on fire as possible. Which is why I prefer a straightforward laser beam.
Firebird's burn damage also benefits highly from modifiers like +Fire damage, which the FB source has.

SoH should be good, but when used with other pieces of gear, such as several lightning boosting items. This is actually good balance. Because right now there are way more fire enhancing pieces of armor, but no great fire proc weapons, while lightning is a bit behind, but you've got great lightning proc weapons.
