If anything, this will punish glass canons much harder since they seem to drop like flies from reflect dmg, mortar and what not.

The DH has some of the strongest slow in the game.
If the monsters get close, np. You can escape mechanics (vault, smoke), you have dmg reduction mechanics (turret 15%, shadow power 65%, passive ability 25%).
Perhaps you should do some more research bro. ^^

Will it ever be even considered? No.
What you're suggesting is basically custom game modes inside a hack 'n slash dungeon crawler game, which by definition go against each other.
D3 is made with the sole purpose of slaughtering demons in random places and progress with your character. Because of popular demand, Blizzard then adds a very limited way of fighting each other.
These modes would be great in SC2 as others have commented, but simply don't fit the game style of Diablo.
Big kudos for the ideas though.
