How about combining the talisman idea, the charms and the runewords.
Everyone gets a new special inventory area. You put runes in there. These runes can form runewords.
So in one sense, it would be like runes in D2.. except they wouldn't be slotted into items, they'd be slotted into your character. And like the talisman idea, it would be a separate inventory area thus avoiding the extremely un-fun "charms or inventory space?" decisions from D2.

Give it a CD or something so you can have a few up at a time. Make serpent sparker reduce the CD by asignificant amount and hydra becomes a competitive spell to other builds.
No one uses blizzard either, it needs to be buffed and I agree with the OP would be good to see some variation in the elemental type of damage it causes. A fire Wizard reigning down fire just sounds awesome.
The problem with shock pulse is it's both short range and random. Poor design compared to other signature spells which is why no one uses them.
Scorch and spark have a lot of room for improvement as well, either makescorch stack and/or increase the damage it does. With spark the lob just takes too much time to make it efficient enough to compete with frozen orb.
Disintegrate needs a fire and lightning option and arcon needs a fire, cold and lightning change as well. The proc on the vyr's set could be you gain a variation of all elemental attacks,1 arcon,1 fire, 1 lightning and 1cold, teleport and slow time.
Firebirds 6 piece proc needs a major change as well.

That's why I said temporarily. There's really no point getting frustrated over it, really it should've been expected that there would be server issues this soon after launch.
Comparing it to buying a car is just stupid, the servers are getting stressed because of the sheer volume of people trying to play simultaneously. You buy a car, you get your keys and you drive. That's it, you don't have to cram thousands of people into the car. In this case you bought the game, you got your game key but there is a third "hurdle" you have to rely on servers that ARE trying to handle thousands of people, if not close to a million. Completely different.
