I have your luck, too. But my friend got it from Nightmare Izual (normal recipe), and then my other friend farmed it on normal. Got it on the 7th kill. I've tried too many times to count, but no luck.

Mine is a defensive monk for soloing. This is for past normal, but it's the build I'd probably try follow if I got into beta (up to level 13, of course).
Deadly reach with Piercing Trident is the perfect frontal cone AoE from what I've seen in the videos, with Lashing Tail Kick in case I get swarmed.
Breath of Heavens looks to be a great heal, alongside the massive evasion that I've tried to stack, and I still have two more offensive abilities, Sweeping Wind and Seven-Sided Strike, mainly for champions, and bosses with adds.
Some of the passives would change, depending on what types of monsters I was fighting.
I've been waiting for it since I heard it was announced It was always either Monk or Wizard first, since in D2 sorcs were the easiest to start MFing on.
I've been watching a heap of videos, and I know it's only low level play, but the monk looks pretty dang powerful.
Since Diablo 3 will be online, there is no real need for the full to be on everyone's computer. I know that 10 gigs is out of the question. SC2 is barely 10, maybe 11 at most, and that is with it fully downloaded.
The fact that it runs off a server/client architecture doesn't mean too much for size, graphics and sound (the two space hogs) are still client side, so it will still be fairly large. Especially if all NPCs are voice acted, and the graphics are so improved.
My D2 folder is almost 2gig, and D2 uses 2D graphics. 3D graphics, in comparison, are much, much larger.
My WoW folder(I know, much larger game) is 33gb with no PTR inside. EDIT: Patch folder is 7gb. So it's still 26GB.

I'd say the cost will go up with level, just.. one less additional arcane power per level than other spells? That's my guess
