There isn't a spreadsheet for proc rates at the moment, at least not one I could find, because they changed LoH mechanics which makes it difficult to test. You can go off 2.2 proc rates but they may be outdated.
As for testing, I believe people use d3planner for number crunching, personally I just try and beat a gr60 which seems a good starting point for any up-and-coming build. Either it works or it doesn't, that's my theory.

I want to see those Monkey Monk's spamming LTK for Cyclones. I think MKG will have a place on the GR once someone makes the right build. Wizard support from Delsere could be a thing. Tempest Rush Monk will be great for Farming imo.
Also I personally plan on having fun with a Jade Harvester WD once the patch hits consoles, it's my favourite WD set so I may be biased but I find the build very fun to play
Oh and Arachyr will be fun when it isn't terrible anymore. Giant Toad used Lick! The spit and swallow thing was definitely not fun. Though I don't mind when the missus does it! Ohhh!

In my head it was a combination of 2 or 3 runes that may or may not add effects themselves but do add a legendary-like effect or a non-mainstat boost in a runeword.
Things like "spawn an additional copy of each pet you control" "attack speed increased by 25%" I don't really know I'm not a game developer but something else to add to build diversity would be fun, and more end-game goals.

From what I understand everything on the PTR is updated according to PTR Notes but in-game tooltips may be unchanged

Personally as a ps4 player I try not to think about it when posting as, unlike blizzard.net who dont let us console players post in main forums, we're all really talking about the same thing. But I never thought about the trade aspect, I guess it could be tough to find among all the PC players.
I think a tag would be a better idea because a a whole new section would isolate us from the rest of the d3 community

What about +xp per monster gear? I imagine there would be atleast one guy with a leorics crown rocking a red gem, that's still a decent bonus. gem of ease in the weapon too. how can this not be better than not having the person in the group? cc control/heal support, 3 dpsers can still run a high grift i imagine. for non-grift we could always run a full gold=exp setup + goldwrap which covers defense. I just dont see this type of support dying, but thats just m opinion

I plan on making a heal monk, but not a 0dps. You can easily give all players more lph too which is fun. Anyway I want something that can easily go from solo to group, visa versa, and the current heal monk ain't it.

No it doesn't. Proc chance may have an impact on other aspects of how your build works, but it has zero impact on Broken Promises.
5 non-crits, it activates, a single crit, it resets the counter. Proc rate literally has nothing to do with this

While we're still talking about WD, Haunt and Locust Swarm can't crit, which makes Jade Harvester look the most appealing for BP. Spiders could be added as they can proc the ring decently and as a proc for F&R. Im curious how Soul Harvest would interact, that is, at 100CHC would it absorb all remaining DOTs as if they were at 100CHC? Unfortunately there's no physical rune for Haunt, so Poison or Cold seem like the 2 best candidates (possibly fire). Personally i'd probably be running ORotZ, Unity and BP, so no spiders. 2pc JH Haunt + ORotZ works very well without requiring RCR. Rush of Essence also provides insane amounts of mana regen to allow for another spender (probably Piranhas)
