So it sounds like you've found yourself in a system restore loop. This is a known issue, from what you described I highly doubt you are having a hardware issue.
I had a similar problem not too long ago. So try starting your computer in safe mode (hold F8 at startup to open boot menu) try to do the system restore once you have logged in thru safe mode
.
Now if you aren't able to get into safe mode either we will have to use the boot recovery. You could also attempt to use your windows cd, if you have one. So get to your cmd prompt. Im assuming you already did a chkdsk and lookEd at partitions, it should give your OS, NTFS, also make sure it somehow didn't get swapped to a read only drive.
This setup is actually very good, it's good to see another AMD fan too :D, if you can afford it, I would think moving up to the 300 series on the gfx would be worthwhile, but a 270x is more than sufficient.
I'd also say a general tip on custom builds that I think many overlook is neglecting to get a gaming case. If you have proper ventilation, it makes your system run so much smoother. Im not talking about getting some crazy liquid nitrogen cooling system, but you should expect to put 100-150 into a good, reliable csse. Good ventilation will help your hardware to perform optimally, and obv make sure to use some canned air to clean out dust that builds up
I wouldn't recommend a razer headset if you do long periods of gaming.
I had a set awhile back, couldn't even wear them because after a few hours it became so uncomfortable. The sound was good, so if your not planning to use it for 3+ hours at a time it might actually be fine.
In terms of what I recommend, Sennheiser has some of the best headsets I've come across, and their pricing is fair.

The main goal, or mission statement if you want to be formal, of Aeon, is to encourage n the development of not only individual skill, but group aesthetics and teamwork. We are firm believers in the strength of a team that has experience playing together.
We want players who will push leader boards not only at the end of season grind, but throughout the season as well. Building upon my last point, a player who has experienced the end tier content and min maxing to maintain leader boards rank, has a much higher chance of being successful at the end of the season.
We want multifaceted players. Playing only one class in a game like D3 is not an option for those seeking to be the best. Obviously having a main class is fine, but having a distinct knowledge of each class and their meta specs will assist in better teamwork and coordination.
While the main goal as stated earlier will always be to build upon our strengths and minimize our weaknesses, we don't want players who don't have a sense of humor, or rage at fellow mates. Spend a bit in voice with us and you will quickly realize that we are a bit on the lewd and silly side, but are also able to set it aside and focus when the time comes.

I have been playing Blizzard games since my childhood. I played d1 on the pc and actually have one of the ps1 version also, which is apparently somewhatvrare.
During my progression into d2 I made the decision to solely play hardcore, and have stuck with that decision into diablo 3. Barring the first few weeks of classic release, when inferno was equivalent to GR 600, haha.
I am a very friendly and welcoming person in communities, I was a contributor to several raiding class websites during my time as a hardcore raider in WoW.
I think d3 is lacking in community involvement, and hope to do what I can to keep the community active and alive.
While I am strictly a hardcore player, I do not limit my game knowledge to only hardcore.
I could say a ton more, but I will leave it at that. Thanks for your time!
Edit - I'd also like to add that I have substantial education, traditional and personal, in website maintenance. Also have Bachelors degree in journalism, with specialization in online media. Not sure if any of this would be useful to you, but thought I would mention it.
No problem :D, I really enjoy playing the monk class. It's unfortunate that the only time you really see it is with the rat builds, and the occassional EP monk. But we will do our best to remedy this!
Hey pani, glad that setup is working well for you. When you become a bit more comfortable with this build, I would suggest swapping out the mutilation guard for the bane of the trapped, you will be severely behind on damage and will have a very difficult time with meeting the timers.
