If you bring up Vyr in term of power to the other sets, you get diversity in terms of playstyle. People will always find the most efficiant way to play but for those who want to push and not have to play a set or a playstyle they dont want, it gives them another option.

If Vyr gets pushed up to the same level as these other sets, there is no way for a different class to take up the DPS role, unless all sets and items see significant buffs, which just works out as unnecessary power creep. As I see it, the better option would be to find a good place (in terms of power) for Vyr's and then scale the other sets down to it's level; this way you are choosing a build based upon its play-style, rather than its dmg multipliers. Honestly, the same is true for all sets and skills in the game. I personally think that all dmg values should be much closer together within and across classes; you simply can't have balance without comparable dmg values. Obviously, fixing the main issue (as I see it) is a considerably larger task and one which is never likely to be corrected properly, so that's basically a pipe dream. Changing sets though, that's easy.

Back to the topic:its because you are geared up wrong. You either go 5 waste / 3 IK or 6 waste + 2 BK (F+R non season / CoE + Zodiac seasons).
Assuming you stick with this till Season 3 ends.
Benefits:5waste/3 IK you hit harder and maintain perma WOTB. better is groups
6 waste/ 2BK your APS and movement speeds makes up for the lack of perma WOTB. However you would also need the pride of cassius and a good amount of CDR. best for solo

If you are getting into the higher GRs like 50+ you'll start seeing more zdps Saders and WDs. 2.3 Will give Crusaders a speed farm build to help balance most of it out.

- There are 4 primaries on rings/amu. (Almost) everyone goes for the same affixes: mainstat, crit damage, crit chance, socket (some builds use CDR, but for those build everyone goes for the same stats as well). Being able to add a socket on them, will not make (for example) all res a wanted stat, it will get replaced with another wanted stat. At end gear, all it does is increase damage numbers (CDR builds need CDR anyway, they would gain a damage roll. Other builds go with attackspeed, average damage, whatever). You will not use this item on a bad ring.
- The item will be pretty rare. Else the can just give every ring/amu a default socket as a 5th primary. People complain about the ramaladni's gift being too rare already. If it only works on rings/amu, you will need at least 3, more if it works on all slots. This will give people that play a lot an even bigger advantage: they have the better items to start with, and get plenty of these in the long run. The casual player might only have 1 by the end of the season. All this to make the strong players even stronger.
- It will make it harder to get good rings (and maybe amulets), not easier. To have the perfect item, you will still need 3 correct rolls, the 4th you enchant and add a socket. So, while you will get more dps with a perfect item, they will need the same amount of correct rolls. Since (at least) 3 of the best rings (focus, restraint, convention of elements) come with a guaranteed socket, you will need 3 perfect rolls, roll off the socket to add a socket. Now think about how many perfect rings of those you had, where you wanted 1 additional stat. Even worse if it would work on other items, since set chest/pants come with guaranteed sockets as well.
