To answer your question: Yes, you can farm then in any difficulty. I've done some research myself and nothing said otherwise. Plus, for me, some dropped in Normal mode, some on Nightmare.
I still haven't got them all though. I don't believe that the chance increases/decreases based on difficulty, but I could be wrong.
You should make it so that if you click on Item A while already "modifying" Item B, it opens the Item Configurator of Item A. Right now, it closes the Item Configurator of Item B, but doesn't open the Item A one (it disappears when you hover away of the item.)
I really can't believe how anyone wouldn't understand that is referring to Life on Hit. Clearly the web team has no idea. But that text is still referring to Life on Hit/Kill.
