You've got a lot of good ideas but I think you need to narrow your goal, if you want to be fast there are better speed skills.. if you want to hit hard there are harder hitting skills.. you've heavily focused on survivability skills but only have one limited use heal.. it's a good hybrid build though if that's what you're wanting.. and dodging and resist aren't the best options for survivabilty..
just to mildly tweak you build if you don't mind..
First one is my preference of taking +Armor over +Dodge.. it'll keep you alive more as pure Dodgers might not get hit often, but when they do they get hit hard, and you only have the one heal and it has a long downtime.. so swapped out OWE with Seize the Initiative since armor reduces ALL damage why care about resist unless you've got a full set of +"one type" resist gear.. and Keen Eye instead of Lightning Flash..
Next is to reduce the damage even more, reduce the enemy's damage to start with, so swapped out Pacifism, which I'd say is an optional swap out possibility if you know you're going up against CCing mobs, for Resolve
and then for your big hitter and description of "hit hard and fast" I'd take Sudden Assault over Spinning Flame Kick.. although you've added a cooldown and cost, it does way more damage, makes you untargetable, and has a Teleport. Also swapped out Impending Doom for Creeping Demise which (theoretically) will add an extra 30%mobHP aoe, which is a huge hit and makes endgame more viable for the build.
