Having leveled in both season and non season on the PTR and last season I can tell you that doing XP farming runs without the XP gear feels much the same as it did last patch with XP gear. How you farm won't change except you won't run with XP gear, and you will see a substantial increase to XP gain during your other tasks (tasks other than XP GR runs). Play however you like with the gear that you want!
It works for about 2 seconds. Then diminishing returns start becoming more noticeable. You're best bet is to have a really mixxed up build that includes everything. Even still if you can't burn targets down fast enough, the best use you will get out of it is parthan defenders for some of the controls. You are better off focusing the build around something more beneficial. At the moment though PTR does have the same 2.3 diminishing returns implemented. It wasn't previously because patch 2.2 was used for the first implementation of PTR on accident. It's been fixed since then.
You can farm much the same way you do on live. It's still the most beneficial. It's just amplified. Keep bumping the torment level as long as you can clear elites in less than five seconds. Aside from that, bovines are great because of all of the chests, and for DB's with nem bracers. Puzzle rings are always good as long as you're milking greed for the goblins.

Personally, I just farm bovines and puzzle rings.
