At lvl 20, Paladins get a skill called Concreation, something around those lines. It spreads out on the ground in a circle, and damages any enemies within that radius of attk by the dmg it says.
I dont know what the cost is of the paladins horse, but the first one is almost virtually free after doing quests for it. Epic one costs you some money, but you do quests for it as well.
Flying mounts can only be used in the new world of Outland. The old world is not finished in areas, and looks... well disfigured, not completed. For now Outland is the only area you can use it in.
