The patch notes specify that the block amount is changed, not the chance. Are you seeing increased block chance as well in-game right now or did you just transpose the two stats?Quote from N491Darkrai
think it over. not nerfs so much as reworks. for example. Blessed shields/Shattering throw, across many fields, has received a big buff. Passive + Actual Skill Damage Increase + Increased Base Block Chance on crusader shields. Though buffing the base block chance may have been an unintentional buff (but who knows, might have been deliberate) Jek Shield Crusaders like me are getting a big buff.

Think of it this way. Sure, shattering throw was nerfed by like half.. but then Towering shield increases its damage by 20%, Finery now gives WAY more strength than it did before, AND you get a 35% damage bonus while Akarat's Champion is active. Existing CDR builds with 6pc Akkhan bonus giving near-perma-Akarat status... this will be fun.Quote from Crackseed*sniffs* It's beautiful - even with the nerf to Shattering Shield it'll still be plenty potent and it was a bit too "absurd" compared to the other Sader skills. As for the mechanics of Blessed Shield, I'm about 90% certain that a blue confirmed that Blessed Shield does take into account total block chance, not just your shield's block chance. I'll have to search for it and if/when I find it, I'll edit my post and add it here.
I've been trying to decide if I should start stacking CDR now or wait until the other two Akkhan pieces drop(we all know how long that could take). The alternative idea was to try and change anything with +attack speed into resource cost reduction for now, and then once I got the 6pc set bonus, switch that resource cost reduction to CDR.
One last thing. Isn't +Elemental damage on weapons still bugged? As well as the Long Arm of the Law passive?
EDIT: So I couldn't find the blue post that I thought I saw, but I did find a different thread discussing it, and basically found out that though all of your total block chance is taken into account, it is only so for the first hit, and not all the additional bounces afterward. So while it would be a decent single-target damage increase, and more survivability, it would not be the best choice for higher AoE damage or total damage from Blessed Shield. Link here:

I've been trying to get rid of some of the attack speed that I have, as it's really not important to this type of build. I've been thinking lately about forging it into cooldown reduction so that once I get 6pc Akkhan's (currently I have 3, 4 w/RROG) I can keep Akarat's Champion up most of the time. Also considering dropping the socket in my helm because I have almost 500k life. I can steamroll T3, comfortably do T4, and T5 if I play well and am careful.
Really hoping to get a Helm of Rule plan soon, and some luck with a better roll on my RROG (have one in bags with less than stellar rolls)
Any thoughts?

I played Barb in original D3 and since ROS came out, I went with Crusader and would not play anything else as a "main" character. I'll cut to the chase so you can get straight into owning everything.
First, since you have the amazing Jekangbord shield, you should definitely try out Blessed Shield in place of where you have Blessed Hammer right now. You won't want to use anything else afterward, I promise. As far as other stats go, I think one of the coolest and most convenient things about this build is its AoE effectiveness on large packs (especially elite packs) and the fact that it doesn't need a whole lot of attack speed.
Your primary stats and priorty should be roughly like this (It's how I gear myself, anyway.): +Holy Skill damage > Strength > Crit Chance/Crit Damage (try to keep roughly 1% crit chance for every 10% crit damage), > Attack Speed (until you obtain Reaper's Wraps, see below), > Vitality > Resistance to All Elements > pretty much anything else you want after this point.
The reason I mentioned Reaper's Wraps is because it is a crafted plan that drops off Malthael, as well as the special legendary crafting material to make them. You can farm this pretty quickly by just killing Malthael til you get the drops, and the legendary affix on them is "Health globes restore (25%-30%) of your primary resource." The reason these are so awesome is because in the higher difficulties/torment levels, health globes drop more often, meaning more wrath to spam more shields. Combine these bracers with some resource cost reduction stats, and you'll almost never have to worry about wrath management.
You can copy my build or try things on your own, whichever you find more fun. With my current gear, I have 1,073,000+ character sheet damage, and can shred elite packs down in T3 in about 5 seconds.

TL:DR, it's well worth it once you get this shield. I'm searching for it now at 70.
