I find it most efficient to do split farming bounties on normal until you can do Torment and then do the Rifts on T1 with all the fragments you got.
But normal is so easy now. So is hard & expert. The only thing im having issues with is T1
And T1 is where I will get good stuff in my current situation
Do you play on EU? In that case you are free to join me for a few bounty runs to get some cache items, after that we can do some rifting. I can boost you through T4 without any problems, maybe you are lucky enough to get some loot, if not, at least some shards to buy stuff from Kadala. And why you might ask? Because I'm nice, and you would give me some mf by grouping with me, increasing my chances too.

I average 4 rifts/h pretty much clearing them all even after rift lord is dead, sometimes solo, sometimes in full group, always in Torment 3.
I have gathered more than 4k shards since Kadala got the "increased chance of legendary-buff" but I'm starting to think that buff is BS because I've had 0 legends from that day from her. Rifts give me 1-5 legends each rift (very rarely I get 0, most often I get 2 or 3). But that Kadala is a real (__x__).
Items bought from kadala: 1k shards on bracers, 1k shards on gloves, 1k on helms and ~1k+ on 1h weap. 90% rares 0% legends.
This most probably is just really bad luck but I feel your pain. RNG is RNG :/

And if they would boost legend drop even more, it would ruin the game.(1 week gear up and done, bored, quit playing, that's not d3)
