I'm toying around with different CM uber tanking builds, and I'm trying to bring as many debuffs as possible. Goal is to be the utility knife of the grp at the cost of my personal dps.
I'm thinking that build, getting +%10 from conflag (ala unruned or mammoth hydra), +%20 from time warp, along with having wormhole in the build to get on the ubers quickly.
From the description of the skills, I assume Cold Blooded, Slow Time, and Conflag all work for party members also, since they do not say YOUR damage is increased. The easy way to check would be to use your follower with a low dps weapon and some extra +min damage so he hits for the same amount. Then use each ability (frost nova w/cold blooded, slow time, and some fire skill) while trying not to do any damage so you can see the damage done by your follower.
Also, before it's asked, I assume the cold blooded and slow time buffs are multiplicative, so with each you'd do 44% more damage.
Regarding the hydra, personally I'd just try using Firewalkers instead of hydra.

Cold Blooded will give you much more damage than Conflag. Or you just get rid of Evocation, I think with your insane APS you don't need Evo anymore. Just like you shouldn't need Cold Snap anymore and could switch to Bone Chill rune.
The reason I'm tentative bout swapping to firewalkers is that I'll either lose %6 attack speed from zuni's journey or my %7 crit bonus from my nat's set, and my goal is the highest possible uptime on freezes.
Same goes for Evocate and Cold snap, I'm trying to maximize my freeze uptime and group utility rather than personal damage.
On another note, which pair of boots do you think would provide more procs per second?
just an fyi cold blooded is personal dps not group dps.... as for the lol use of firewalkers for the conflag proc.... doesnt work as you as a CM wizard wants to sit in 1 place and keep mobs frozen not run around all over the place... get nats ring with crit and nats boots for the 2 set bonus. and in all honesty if you are wanting conflag for it aswell you would have to give up either a flat 20% damage from using time warp or get rid of a skill that either keeps you alive or makes stunlocking easier.

that is the spec to go if you have the gear for it otherwise switch it to crystal sheel instead of diamond shards
