Farming act3 in MF gear requires at least 1-2 hundred million gold worth of gear for it to be effective. I guess most people are doing act2 since you just don't die much there.
Yep, I stick with A2. I tried A3 a few times but I despise the keep and barracks. I have a pretty easy time in A2 with 335% MF with full NV stack. Now if my luck would get better with the affixes. I vendor 99.9% of all rare drops I get.
I regularly farm Act 3 in 273 base MF. The gear was extremely difficult to acquire, and farming act 3 isn't easy. There are an annoying amount of packs that I have to ditch, especially in the later part where things like Golgors/Succubi/Blood Mages with Shielding/Invuln Minions enter the fray. Because of that fact, I usually don't even bother, and just stick to Siegebreaker runs. Standard CM/WW wizard.
Technically, I really don't have to ditch Invuln Minions/Shielding/Whatever - I can usually retreat until an opportune moment, activate EB and DS, then reverse direction/blink/nova/nados, repeat until you actually get a stunlock. However, I realized that bothering with these packs destroys my farming efficiency.
Gear: I stacked as much APoC as possible, and I find that I can't even really play the build anymore without 25+ APoC. I used to have 700+ LoH, but I didn't find it worth it for whatever reason - it usually serves only to refill my life when I'm in DS after being nearly insta-gibbed, and you don't need a whole lot of LoH to do that.
Follower: I used to use the Templar, having stacked him with max MF (25% legendary MH + 20% shield + 18%ringx2 + 40mf amulet = 121MF * 20% = 24MF) but I found that the Enchantress, while not having nearly as much MF, has so much DPS and utility that she more than makes up for it. I don't even put any MF on her either, I just stack Int/Vit and her DPS is over 7k.
I've been farming Act 1 mostly but plan to try Act 2 soon, and then Act 3 to see how it compares to the other acts. I'm reasonably sure I can farm Act 3 with my current gear but I'll have to use a slightly different build since I'll have to kite so it probably won't be as worthwhile as A1/2.
I farm act III with an orb build. 184% mf base (259 with NV), That being said I've probably spent 2 - 300 mill on gear, and recently sold all my dps gear to get similar gear with MF, dropped about 20k dps and 20k hp. But screw it, MF definitely helps.
Only packs I skip are Phase beasts, If they get, fast, teleporting, extra health, INV, I have to bail on them, just can't DPS quickly enough before they wind up swarming, and slicing me into a thousand little tiny bit sized pieces.

thats why i'm trying to do a MF crit mass build. After (If ever) I beat diablo, its gonna be a lot of act 3 farming. I agree, better chance of getting less crap. I am absolutely horrible at kiting, so i couldnt imagine doing act 3 like that. what you need is a good permafreeze guy and/or a barb to aggro the packs. Makes farming so much more fun. And if the group all has a high MF, its just that much better of a chance.
Act 2 is faceroll. Only thing that used to give me me trouble were blazing guardians in VoA especially with retarded affixes like shielding , jailer, and frozen since they are kiting mobs But I have learned how to kill them now. I can easily take on 2-3 packs at once just moving a little depending on where desecrate/arcane is
Forget everything else, if you can get the crit n crit dmg on rings/neck/gloves/bracers.
But yea, focus on 200+ int ( ideally, I began with 100-150 odd int vit on everything ) 200+vit gear with 20% MF ( or cap 18% for rings, 40% for neck)
I do this and farm Act 3 with Blizz/hydra build. I use force armor energy ( hence the mass VIT ). Illusionist and teleport fracture.
I farm Act 3 every day with MF cap for wiz ( actually I think im 3% shy ).
The cheapest/easiest way to do it imo.
OR buy CM/WW gear with MF cap on it, but yea, thats barely existant/millions upon millions worth of gold.
An alternate way of doing it, is being buff bot. This is the quickest farm method imo but takes friends / co-op games.
Get skills that buff your team, wear max MF, and choose all survival passives ( blur, evocation, CM ).
This makes you a burden in co-op games and you might get booted, or you might luck into a party with a WW barb or CM wiz with over 70k dps, in which case they will appreaciate your added MF to their RNG.
Dropping all my MF gear to move into Act 3. After 2 months and never getting a damn thing farming with anywhere from 250-350 MF i have concluded its a worthless over hyped stat. If I had concentrated on more resists, vit, and DPS I could have easily been doing Act 3. Yet for some retarded reason I had this idea that sticking with Act 1 for so long with 300+ MF was going to get me awesome loot. The only thing it got me was a ton of worthless sub 60 rares. Once I started only picking up 61+ gear exluding 61 weapons because they cant ever be good. I found I only got 15 drops for a 45 min Butcher run on average. Yea MF is so win....
Act 2 isn't too hard, but I chew through more eleites faster in act 1 so I just run act 1. I prefure GF myself, but this still relates given the same chunk of stats thrown into a similar stat.
I farm act 3 with full Mf gear with no problem. I have had over 30 legendaries and set items. When I started playing the game thanks to posts from a mage called Dushatar I started gearing for Int, Vit and MF only, while most people were gearing for AR. Most packs I burn down relatively quickly. Only Reflect Dmg gives me some trouble.

Phoenix if you haven't already you should totally buy a cheap sunkeeper/three hundreth spear to swap in before the mob dies, and a 20% MF shield, they are cheap as. Sweet as MF farm gear btw.

I am way too lazy to do gear swapping, otherwise I definitely would. Really need to upgrade my pants, but can't find a decent upgrade that does not make me lose int or vit. Because everyone was going after AR gear I got so many awesome deals, rings for less than 5 million, gloves for 10 mill (buyout was 100 I think but nobody else bid lol, I sold my old pair after my post for 15 mill). Unfortunately, now more people are building MF gear, so it is harder and harder to get deals.

It is actually a very good question to which there is no definite answer AFAIK. The drop rates I am pretty sure from my own playtime are the same, in other words elites in Stone Fort and elites in Arreat probably have the same chance to drop iLvl63 items. However, the big question is do elites in Arreat and further have a better chance at 6 affixes than elites in StoneFort before MF is taken in to consideration? I have read at least one post which claims this is true.
From my own experience, I am leaning to the fact the elites from Arreat give better weapons than those in StoneFort. But that just might be my imagination, though I am definitely getting more 800+ DPS 1 handers now. Sorry I can not be more concrete but the true answer is I don't know and I have not really been measuring.
I have killed a pack in act 3 w/ mf set just to try it, doable but not worth the effort. So I stuck to act 2 when I was playing. Right now just posting gear up on ah I've collected and selling the gold on rmah every 3 days. Can't wait for 1.0.4 though, but until then doesn't seem worth it to farm so been having fun in other things.

Agree its a total pain in the a to swap gear, and has cost me a goblin kill once or twice.
MF gear is spiking crazy with the 1.04 announcement, might be a good time to get rid of some normally cheap pieces
