Hydra - Venom, Energy Armor - Force Armor, Teleport - Fracture, Magic Weapon - Force Weapon, Shock Pulse - Piercing Orbs, Blizzard - Snowbound.
You should be able to kill 99.9 of champion/rare packs in act 3 with those stats, they are very similar to mine. I think I might have 80-100 more resistance than you and 15% more crit and 150% more crit damage, but your int is almost 1000 higher than mine (I need to start stacking int, I got a crazy weapon the other day). Only packs that "might" give you trouble are Teleporting Invuln Fast rare packs. Everything else should be killable. Just learn how to kite and stutter step with piercing orb and you will be clearing act 3 with close to no problems.

Things that give me the most trouble are Reflect Damage, Fast, and those stupid fucking things with the 2 big front legs (Tremors?) that seem to have built in 15018% movespeed when they're elites. Fucking piss me off.
Basically you have 3 cookie cutter builds as far as wiz are concerned. Heavy kiting, moderate kiting, melee. So Blizz/hydra, full arcane or WW/CM.
I have tried a lot of other builds with less success, though I don't overgear the content.
You need higher loh and crit chance for a WW/CM. I don't see your AP/crit but you should have at least 10 for a full arcane. Blizz/hydra is OK with your stats.
Then you take some defensive skills, depending on your taste. Seeing your res, Force armor is a given. Teleport/illusionnist/DS are the classic choice.
Reflect damage packs are trivialized with a bit of regen and DS.

Pickup a specific weapon for reflect packs that contains 500+ life on hit, don't worry if its dps is 100-200 dps lower than your main since you can't dps all the time anyways against reflect. Just swap the weapon out each time you encounter a reflect pack, It will make all the difference in the world. The other option is to pickup 500+ life on hit somewhere like an ammy, the problem with this is you will most certainly lose a dps affix. Also you can go heavy life regen / resistance / armor, but this only works to some degree because as your damage goes up so does your need for the above.
As far as builds go I use a unique one that relies on using a wand / source with 18+ ap / crit with 30%+ critrate on other gear.
Arcane Orb - Tap the Source, Teleport - Fracture, Hydra - Venom, Diamond Skin - Crystal Shell, Familiar - Sparkflint, Energy Armor - Force Armor. Passives : Illusionist, Astral Presence, and (Galvanize, Conflagration, or Temporal Flux)
This build works via kiting due to the near infinite teleports you can do because of how Diamond Skin works with Illusionist. Also arcane orb often stutters mobs when you attack them which also's slow's the kite. Lastly the fracture portion of teleport will slow mobs down by having them constantly attack illusions. However this build does require you to do some attack moving, but as its a pretty easy and useful skill to develop in diablo 3 its not hard to get used to.
The wand is required as using only 1 main attack you will run out of ap and a wand will automatically shoot for 100% weapon damage + Sparkflint's 20% each time you run out of ap. For a single target this will happen frequently at lower gear levels but when attacking multiple mobs you often have infinite mana at 4+ mobs with 30% crit rate and 18% ap/crit.
Sparkflint is used over magic weapon because the Sparkflint's auto's will give some ap on its crit, also this build is heavy aoe so sacrificing 3% overall damage for 20% single target is a good trade off.
The last passive is up to you, Galvanize is nice for the extra life regen, Conflagration gives a 10% extra dmg bonus against 1 target to you and all party members (sparkflint's damage is fire), and Temporal Flux will give you an extra slow.
Tremors are fun, at least in terms of challenging. Learning how to kill Tremors is just practice. Yes they reach you extremely quickly but with good timing and at least 12% movement speed you can learn to "dodge" their attacks and the times you dont, you always have Teleport/Illusionist to give you a few seconds to increase distance and get a bit of damage on them. They require the most kiting by far, along with Soul lashers/rippers and Phasebeasts. Use corners and circles in your kiting pattern when killing Tremors. The only time I come up against Champion/Rare Tremors is in the fortified bunker. Theres a lot of space to kite and great angles to kite with. You can basically kite in a square pattern in a lot of the places in the bunker. Also due to the Tremors size, they are more susceptible to being "bugged" in doorways, when 2 of them try go through at the same time.
As for reflect affix, get what the other poster suggested, a weapon with life on hit, or life regen. I have a wand with 824 dps and 171% crit damage for my main damage and a 814 wand with 954 LOH for reflect packs. Learn to manage your health. If you have to kite for another 10 seconds with no damage just to use a health potion, do it. Personally I think Galvanizing ward is a waste and finding gear with high life regen and other good dps stats is extremely expensive. High LOH weapon just for reflect seems the most logical/cost effective to me.
I also forgot to mention in my first post, passives are = Glass Cannon, Cold Blooded, Illusionist

tremors, yeah always fast... no way you can outrun, ull eventually get hit, just pray its not the double attack(that one shots me). Ive met a pack of them recently, darned things had shielding/jailer/mortar/vortex, yeah real pain in the ass, mortar was actually helping me get out of jails since it would trigger illusionist, though sometimes they would just come close and hit me with teleport/ds on cooldowns, died a few times xD, but eventually killed the buggers....
