This one is built around Spectral Blade for general damage dealing and some self healing with Healing Blades. Cold Blooded passive combined with Ice Armor [Chilling Aura] guarantees the additional chill damage on nearby enemies. Frost Nova [Bone Chill] offers additional damage as well as some limited CC. Ray of Frost [Cold Blood] serves as a general ranged attack and single-target snare. Explosive Blast [Chain Reaction] synergizes with Arcane Dynamo passive to provide some heavy close-range AOE on a Flash of Insight proc. Galvanizing Ward passive provides some additional self-heal. Teleport is pretty self-explanatory; can either be used as an escape or a closer with the damage reduce.
This build isn't heavy on self-healing, but it's built with co-op gameplay in mind. I have doubts about Inferno viability, but time will tell.
Any thoughts?

with your build to deal massive dmg you will have to be in close combat with mobs ...
you'll suffer alot of dmg.
also most of your skills don't use that much AP, so you'll be sitting on that
maybe you want to exchange some abilities that you can effectively get rid of your AP to deal dmg instead of piling it up.
Edit:
The tactic that i see in this build against groups of mobs is ...
teleporting in (for additianol dmg reduction) with ice armor on ...
casting frost nova
casting explosive blast followed by spectral blade to do dmg while EB is on CD ...
but the dmg reduction from teleport only lasts 4 seconds ... after that 4 seconds all enemies should be vaporized ... otherwise you'll have to run (since Teleport will be on CD too)
Crusader: Yeah, I kinda built it around not being AP dependent, but on the other hand it's basically unused damage. The concerns about melee range are justified and that's why I'd really only use this in a co-op setting, preferably with a tank barb or something.
Azuresong: I'm wondering the same damn thing. I wish they'd have provided an actual radius.
I'm looking at possibilites for swapping out Ray of Frost with Meteor or maybe Blizzard. Spammable AOE for use as an AP dump. Any specific ideas there?

Does Cold immunity completely nullify ANY cold effects, including chill? Or just damage?

I give you credit for actually building a fairly interesting build focusing on melee and Spectral Blades. Whether it's viable or not, we'll see, but you have the synergy between your spells at least.
One thing you could try instead of Ray of Frost is Arcane Orb with the Arcane Orbit rune. It'd definitely go well with being in melee and Explosive Blast. It'd also solve some AP problems, assuming they explode pretty fast. Only thing is that your single target damage would probably suffer, but who knows.
People always assume that Inferno (or Hell for that matter) is going to have tons of immune mobs everywhere. Blizzard has stated explicitly that it will NOT be like Diablo 2. The resistances will be high, yes, but most mobs will NOT have an immunity to a specific damage type. It might be entirely viable to have a build that uses a single damage type. Then again, I'm pretty sure unique monsters can spawn with an immunity type.

I'm a Witch Doctor fanboy right now but I decided to give a Wizard build a shot.
