So once every 15 seconds, you can cast a blizzard or meteor or two for a low AP cost? But you have to take Diamond Skin (which I personally think kinda blows), and you can't take damage-buffing runes for Blizzard or Meteor? Hardly seems broken to me. Am I missing something?

The objective is to make as much use as possible out of the drastically reduced cost. If you are spamming 45 Arcane Power meteors, then you are going to run out of arcane power very quickly. By stacking Arcane Power reducing Runes/skills we are drastically increasing the efficiency of the skills.
Well lets see what is better. Star Pact : ReduceReduces the casting cost of Meteor to 4235 Arcane Power. Molten Impact: IncreaseIncreases the damage of the meteorMeteor impact to 325234% weapon damage as Fire and the molten fire to 13078% weapon damage as Fire over 3 seconds.
Star Pact :
360% wpn dmg / 20 Arcane Power = 18% WD/AP (%wpn dmg per Arcane Power)
For Molten Impact to tie with 2x Star impact you would need to use a Signature capable of doing (720-468) = 252% WD in a large area. Which isn't going to happen.
My math says meteor for 27 and blizzard for 15, I dont see where your'e getting 20 and 5.

Fair enough. I don't know that I'd take both blizzard and meteor in that build though, unless they both have cooldowns which aren't listed in the calculator.

You only get the benefit of Prism when Diamond Skin is active which lasts for 3 seconds. Also, 42 - 15 = 27, not 20, and again only for 3 seconds. Then it goes back up to 42 after that.
yeah I forgot there were rune changes to the reduction. It was reduced though because the meteor damage got nerfed. This isn't really any more impressive than what was already the case.
EDIT: It doesnt seem like you accounted for the DPS nerf in your calculations, even though you are quick to cite the changes as to why it works

You are assuming that its 60% dmg over 3 seconds, rather than 60% per second for 3 seconds.
Granted it could go either way, but it doesn't make much sense as merely 240% wpn dmg. Thats terribly weak for something that costs nearly 2x more than just about any other spell.
However, if you do consider it as 240 you also have to adjust molten impact to 312% wpn dmg., and you still end up with the same situation. A single signature won't be able to make up for the loss in dmg. Though with #s that low the efficiency goes right down the toilet, and its not even worth using meteor.
