Government documents: birth certificate, passport, driver's license or permit, or military ID. You've got to have at least one of those items.
Also, lesson learned. Record your authenticator's serial key and restore code immediately when you first start up the app. After all, the authenticator tells you specifically to do so. I keep my serial key/restore code stickied physically on the side of my desk, also on my desktop, and also on various notepad apps for my phone and tablets so I always have access to the information. With the key and restore code, you can sync any authenticator app to match the original that's tied to your BNet account.
Right now, find your documents, because you do have them, and contact Blizzard again and explain your issues in detail. If you really can't get access to your birth certificate or your passport (I wouldn't know why that'd be the case), time to go apply for a driver's permit or driver's license.
