I propose that there be a forum dedicated to discussion about current news, sciences, philosophies, politics, and the nature of the human race and the world we live in. I feel that these subjects are very unique and deserve their own forums. As music, movies, and tv get their own forums, I believe that this arguably-more-important subject should have a forum dedicated to its discussion. The forum will allow people to express their own ideas and debate on subjects that are the fabric of our world.
As of now we have one "politics" discussion and other religious-related topics but I find that such diverse, convoluted subjects become lost in the jumble of posts in over-arching topics such as these. There are so many news articles that deserve their own discussion. Along these same lines, having a forum to discuss these topics will also serve as educational and insightful as more people will get in touch with news around the world, alternate philosophies, and forumites will be able to engage in material that affects them on a daily basis that they may not even be aware of.
These are just a few things that I have thought of, but I just ask that the moderators and administrators take my suggestion into account.

I mean, we have distinct forums for Writing, Games, Movies/TV, general art, music, our general polls, and our spam forum. General discussion will probably be empty. Oh well.

This was the general argument that has come across on other boards that I have administrated for or moderated for. It's a difficult choice because having "general" as a forum is, well, general. This means that there's a problem for posters because they don't really post highly-focused topics like a topic-related forum gets. Yet, when there are too many topic-related forums it makes people less inclined to post in the umbrella forums such as Spam or General. You'd really have to weigh the possibilities of such a new forum generating more posts and activity than just a General Forum or vice versa.
As another suggestion, instead of calling it "Spam" you could have a "Dumpster" forum for dead/useless topics and a "Posting Games" forum. This would then take off the umbrella of "Spam" and dividing it to topics that are just useless and shouldn't be posted in and other topics that a purely for "lets get to the next post" threads.
A trash forum isn't really needed, moreover, I'm just trying to give ideas that would make a Politics, Religion, and Science forum more palatable in light of taking posts away from a General Forum.

It would require alot of modding. Although I'm not against it, I imagine some immature members would start flaming at some point or another and then they'd be banned...

Such topics do become heated and would thus require dedicated staff to keep the subjects in line, I certainly agree. I would gladly apply for a position if an opportunity does arise. I do not know what background or experience would be required, but I would like to help the community in any way regardless.
"Philosophy" as a name would sound like a good encompassing name overall. I simply chose "The Senate" because it is often referred to as a system that decides policies that span across all of these subjects. The forum would act similarly as people debated and commented in the threads.
At any rate, there are several dilemmas that I hope could be overcome in due time with the creation of this new forum.
Yeah, I think Philosophy would be a good, moderate, all-encompassing term for it. I just wonder what would be left for the general discussion forum after this, though. It should be interesting to see how this develops if we do it.

As to answer your question maggie, the General Discussion could still be for GENERAL topics, possibly covering that just happened to the OP in that specefic day and wants an active thread or discussion on it. I can't really think of any specefic - but if I come up with something specefic then it wouldn't be very general, now would it? =/

If you mean behind the scenes, I'm not sure. Or at least I haven't been a part of it. But, for reasons stated contrary to the idea in here, I don't *think* it will happen. We've got a slew of specific forums, anyway.
