The actual twister spell was not on the original trees. However, there is this spell that was in the storm tree that boosts said spell.

Increases the size of Blizzard and number of twisters you can have for your energy twister. --Not Yet Implemented--

so the skill you are wondering about is energy twister and was more than likely part of the storm tree.
