125% upfront and 75% delayed damage is pretty decent for an instant-hit AoE, I don't know why people think that is low. It's only low damage when you compare to Meteor or Arcane Orb, but a Wizard can only cast 3 Orbs or 2 Meteors before she is OOM, and it is quite possible to miss fast moving enemies entirely (with either Orb or Meteor). At 120 mana in the current version of Blizzard's skill calcluator, a level 60 WD should be able to cast 8-10 acid clouds (at least) before OOM.
Yes, the WD could be able to cast, let's say 9 acid clouds. But when? Do you wait for the DoT to tick? You don't? If you don't, the DoT damage will be lower. In the meanwhile, the wizard has recovered arcane power and starts to cast 250% weapon damage arcane orbs.
We have no idea whether the DoT will stack or not, but judging by spells like Meteor in Diablo 2, the acid rain DoT is likely to stack.
Too bad the dot does 25% dmg over 3 seconds...

Acid rain's power comes from the fact that it is cast "upon a spot" and as a good casting range. Most WD spells are projectiles that will stop at the first thing they hit. Acid rain can allow you to hit a target even if there is a big pack of mobs between you and this target.
It's usefullness will be noticeable when you will be up against powerful ranged units protected by pack of trash mobs. For exemple, a demon caster which would have the ability to bring dead demons back to life and that would be defended by a pack of meele demons . Without a "cast on the spot" spell like acid rain, you would need to find your way around the big pack of meele mobs to kill down the caster. Appart from this usefullness, acid rain as a poor damage/mana ratio and should not be a spell to rely on.
Or you could lure the melee mobs out, kill them and kill the caster later....much safer, much easier, and you dont have to put a terribad skill on your bar.

There has been some theory craft around Witch Doctor. Most of the things said is that they're not a PvP class. Well, I assume that's why you meant that.
If you will roll Witch Doctor you will have a great advantage for helping your team "Hexing" enemy targets. But simply that is it. The rest of your spells is to PvE.
Your info is obviously using the old skills since the new stuff just come out. However, I remember one thing about the old skills in particular that I discovered. Poison dart (Snake to the face) used to have 100% chance to stun for like 4 seconds, and of course its spammable. Obviously that is ridiculous OP in PvP, and so it was changed in the newest patch.
So yah, anyways long story short the people doing that theorycrafting must of have been completely retarded.

What does that matter? The skill would still have to not SUCK.... I am not even really saying its not worth it cuz the mana cost. I am sayin its not worth it cuz it sucks ass, and it costs a shitload of mana to boot.
If we assume that the dot stacks with itself, then you'll be doing 200% weapon dmg per second, if you can hit the same monsters with it (after the third cast (125%wpd per cast + 3x25 %wpd/second)). On top of this, it has a long range, is unaffected by line of sight (if it's like grasp of the dead, we can reasonably assume it does) and has a huge radius with the right rune. If we compare this to the highest DPS firebats rune, then you get the same damage output, except you can cast it anywhere and not just in the face of the enemy. This is enough to not dismiss it outright.
*what is left to be seen is if there is a level of manaregen available, at some point, which will enable WD to spam acid cloud. I'm currently contemplating an acid cloud spam build based upon using long cooldowns (fetish army, big bad voodoo, wall of zombies and such) to engage the 300% extra mana regen, plus the mana regen rune for big bad voodoo. We'll see what happens when retail finally hits

I just don't get it! This ability seems to suck so bad its almost laughable, yet its one of the WDs last abilities and cost a fortune to cast. Its just terrible....
The only saving grace I see for this ability is corpse bomb, if by some miracle the original effect remained and the corpse came out then I could see this being a descent ability. I am willing to bet it doesnt thought...
Edit: Zombie wall got a cooldown, but some of the abilities turned it into a rapist.
