I'm not entirely sure how the Witch Doctor is compared to the Necromancer of the past, but so far the trend has been the same- summons are limited to undead, strictly. It's noted in the lore of, I think, every class of the previous games that involvement in the exploitation of demonic magic and/or demons, themselves, often leads to corruption (not just limited to in a Paladinic sense), and as such, this isn't a method used by the heroes.
Many characters in Sanctuary have tried to use demonic magic for good and were subverted by it, including, but not limited to, The Summoner, Nihlithak, The Countess, etc.
In fact, it's been noted that the Summoner had been using subverted demons to guard his Sanctuary and was subverted, thereof, rather indiscreetly, by NPC's in Act II, and in lots of monster lore, including that of the Imp (which first comes to mind- check the Arreat Summit for complete details), that they allow themselves to be summoned for the soul purpose of corrupting the summoner.
So I don't think we're going to be seeing enslaved demons as summons. However, I'd imagine a great deal of undead summons are definitely not out of the question.
The Witch Doctor already summn more then undeads. He summon bats, insects, spiders, frogs... It's not properly summon gameplaywise, but it's a summon lorewise anyway.

I believe all those crazy animals he summons comes comes from the "Unformed Land". Maybe in higher level you can summon some guardian from that plane, like a avatar of their gods. It could be anything - from a giant ethereal snake to a stone statue.
