Torchlight runs perfectly fine on my fiancee's laptop which barely has the power to run Vista. If you're computer isn't even powerful enough to run Torchlight you're gonna need a new one to play Diablo 3, so you might as well start investing now.
If you have a newer video card it's most likely an issue with your video drivers. First off, make sure they're installed If that's not the issue, try uninstalling and re-installing the drivers, use Driver Cleaner Pro to make sure you get a clean uninstall.
