There's no pay model yet, and what I think he meant is that people can opt to charge for them if they wish. To do that though, they would have to go through Blizzard approval to make sure their standards are high enough. It does not mean a map will cost as soon as it has custom content. In any case, there's no pay for maps service yet.
Maps are however hosted by Blizzard, regardless of whether they're free or not. Any one account can only host, or publish as it is called, five maps at time, which are stored on Blizzard's servers.
Not to mention that these published maps are the ONLY map (except -recently played maps- or the top 50) that you can play decide to make a game and play with friends. Just wanted to say that, because the system is incredibly bad right now.
Bnet 2.0 looks great. And YES THERE IS GOING TO BE NORMAL CHANNEL CHAT.
There is just no chat right now in the beta.
As far as not being able to play with people from other regions goes, i'd say its a good decision from blizz.
In wc3, all the pro players played in Asia. Sure, we had pros in Eu and UsE, some in west but the majority just played in Asia.
Blizz want to prevent these kind of things... Also, they probably want to maintain a low latency for all the players on each server.
If i play on US i get 200+ ping. Thats shit.
Anyway im still gona buy sc2, even if people think it gona suck for... technical reasons... And people, stop overreacting.. they also said they will look into these kind of things in the future etc.
Blizzard didn't say that the lack of chat was -beta only-. From what I understand it would stay that way, but maybe it won't.
Obviously if there's asian people on the West server, it should be easy to avoid them... what the hell does that do to you?
Removing the freedom of playing wherever you around the world is a big deal, I'm not -overreacting-, its a ridiculously retarded decision and there is nothing else to it, especially if they don't offer any sort of alternative to connect directly with someone anywhere.
They MAY rectify this in the future. Hopefully they do, but its still inexcusable. That they want people to play mostly in their zone so you don't lag people in Asia: I understand. But don't stop people from playing with their friends regardless of where they are.
And if its a technical limitation of bnet 2.0, I wonder what the hell were they thinking while making it.

Wow..Hope this dont hit Diablo3...
Yeah... with some chance, they will hold to their words and allow it later for SC2 and by that time, D3 won't even be out and when we do get that, we'll be able to play with anyone.
"Can I change Gateways like in StarCraft I to play with people in other regions?
Unlike StarCraft I, there is no gateway selection to allow you to play with players in other regions. You will only be able to play against players within the same region as you."
In another Q&A.
Q. Will we be able to play with our friends on other continents like we could in StarCraft's Battle.net?
A. Currently we do not have plans to integrate friends between regions for launch. In the long run that's definitely something we'll be looking at.
Essentially, they won't even support such a feature that is as old as internet itself at launch.
I'm sorry. This is the most pathetic bullshit I have ever heard, I just had to share, I never heard about this before. If I have any friends in Europe for example, no way to play them. And of course no LAN either. And pirates will get private servers and easy LAN accross the world.
I just can't believe it. Wow... is it written that anything in gaming these days have to take 10 step back for every step forward? B.net 2.0 is looking like shit right now... I also saw there is no channel chats and such... I'm sorry, I'm just whining. This could hit D3 as well.

How could Blizzard do that.
