I get your point, but what is the alternative? If the widget takes "old builds" into account, then certain people will just update their 2000+ upvote builds indefinitely and forever remain #1 on the widget. At some point there has to be a cut. If we do not allow people to post similar builds twice (which is close to impossible anyways from a development point of view without messing up usability) then no one would point any PTR builds anymore altogether.
Every solution has drawbacks. No system is ever perfect. But on this one I'm not exactly sure what the takeaway from your criticism is. So because he did a lot of PTR testing and made those builds during PTR (when the system still had a different patch number), you're saying he has forfeit his right to re-create the builds now that 2.4.2 is live and get to the frontpage with those builds? Note that many many people create duplicates of builds - be it only for having two variants and not having to edit back and forth because you have two very similar (yet in playstyle different) builds.
Your criticism in #3 says that it's unfair if someone does a lot of PTR testing and then the big guys come and claim the fame. Well, but in this case it's his own fame. If he doesn't recreate the builds, someone else does. And you being a WD you know exactly that probably 99% of the WD builds in 2.4.2 are going to be very very similar (basically 2.4.1 builds with Wormwood+Haunt+RoE somehow incorporated).
On a more general rant: I think we all realized that whoever makes the frontpage widget is not the "inventor" of a build or the "first" to make it or the "best written" build... it's all about advertising. Welcome to the Internet in 2016 - I'd be happy to see Diablofans being different to the rest of the world but it's not. A troll thread on Reddit recently got 1000 upvotes, repetitive meta/"what should I play" threads are all over the place, and useful contributions usually hover around 50 upvotes and vanish quickly. Don't blame the system, blame the people. (Very very relevant to politics at the moment, btw.)
There should be some moderation to the builds section for sure. At least that's how i see it. Right now it's nothing but a mess.
If someone abuses the system replicating his own builds at a certain date.. well.. It's like a Diablo exploit on a Diablo forum. A "duping".

I've been thinking why Jmacc for example does nothing for months and then comes at the very start of the season, posts 12 "consolidated/stolen" builds and gets all the glory. Life is unfair, yes, i know. At least now i see how it works here. I was unfamilar with these nuances of the Diablofans system. Now i see how pointless it is to create builds mid-ptr. I would be smarter next time and sit at night with a dozen of builds to "submit"
Q: When can I create builds for the upcoming patch X.Y?
A: In theory. you can create those builds now and update them once the patch goes live. However, note that the frontpage widget does not feature builds that have been created after a certain date (to avoid that we see the same build for several seasons, just being updated). This is the only drawback - if you don't care about the frontpage widget, you can just take your existing builds and update them with new items, text, and other information as often as you want and for as long as you want.

Bumping old builds is one thing, but duplicating your own existing builds for more attraction is another.

It's just terrible, popular guy comes, duplicates everything just when patch arrives at the "builder", and upvotes everything through an army of subscribers. Drahque techniques still live.GG
